The 7 February 2009 bushfires in the peri‐urban region to the north of metropolitan Melbourne heralded what many have called an entirely new epoch in terms of weather‐related disasters in Australia. A total of 173 people and 2000 properties were destroyed and, as with the 1939 fires in Victoria, a Royal Commission was subsequently instituted to inquire into the causes and responses to the fire. The Royal Commission has heard much evidence about alleged failings of fire response, communication and administration. It also considered land use planning issues and the associated regulatory framework. Using the Shire of Murrindindi as a case study, this paper argues that the location of population growth, and associated regulatory failure, are contributory, yet under‐researched, factors associated with life and property losses. The adoption of more robust planning tools which incorporate climate change considerations, we argue, is essential to anticipate and minimise the impacts of disastrous natural events such as bushfires. In the latter part of the paper, attention is drawn to a recent Victorian Civil and Administrative Tribunal decision which is groundbreaking in its use of the precautionary principle to prevent dwelling construction in an ‘inappropriate’ location as well as to some major inconsistencies between planning for flood and bushfire threats.  相似文献

ABSTRACT. American history textbooks for the USA's public schools act as quasi‐official loci for the renegotiation of national identity and are, as such, subject to much controversy. The choice of heroes and the way in which textbooks depict them display the interplay between competing visions of popular ethno‐history and scholarly historiography. This article examines contemporary renegotiation of the national narrative through an analysis of the evolving representation of the USA's two most prominent traditional national heroes – George Washington and Abraham Lincoln – in history textbooks for elementary‐school students published from the early 1980s to 2003. This period marks the development of the multiculturalist movement and its subsequent conservative backlash, with debates intensifying in the wake of the events of 11 September 2001.  相似文献

'It's a Man's Life!': Soldiers,masculinity and the countryside   总被引:1,自引:0,他引:1  
This article explores the relationships between soldiers, masculinity and the countryside. It draws on a variety of published materials ranging from army recruitment literature to military autobiography. It is located primarily in conceptual frameworks suggested by feminist and rural studies literatures. Following a brief discussion of the historical contribution of the military to ideas of rurality, the relationships between soldiers, masculinity and the countryside are explored. First, the ways in which the army constructs a particular view of the countryside are discussed. This view accords the army rights of control over space, dictates a particular way of seeing rural space, and develops a quasi-environmentalist interpretation of the impact of army activity on the landscape. Second, it is suggested that this conceptualisation of the countryside contributes specifically to the construction of particular (hegemonic) notions of masculinity. The ideas of adventure and danger are particularly important in this respect. Third, the role of the body of the soldier in this process is examined. The construction of a specific gendered identity through a process of transformation from civilian to soldier is discussed. The article concludes by suggesting how the body of the soldier is used to signify particular senses of place.  相似文献

This review focuses on Pekka Hämäläinen's characterization and analysis of the Comanche empire as a spatial category in The Comanche Empire and discusses how this work relates to broader discussions about space and power in borderlands and imperial histories. Although empires have long been central actors in borderlands histories, “empire” has not necessarily been a category of spatial organization and analysis and certainly not one used to describe spaces controlled by Native peoples. By contrast, while Hämäläinen emphasizes the imperial characteristics of the economic, political, and cultural dimensions of Comanche history (as other contributors to this forum discuss), he also uses “empire” to characterize Comanche dominance spatially. Hämäläinen helps us to rethink the spatial dynamics that both shaped and were produced by the encounters between Comanches and Spaniards, French, Mexicans, Americans, and other Native peoples in the Great Plains during the eighteenth and nineteenth centuries. By analyzing how Comanches came to control vast stretches of the southern plains, The Comanche Empire challenges our assumptions about how Native polities and imperial powers (and groups like the Comanches that Hämäläinen argues were both) thought about territorial claims and how they employed more nuanced spatial strategies to assert their authority, extend their cultural influence, and control trade and resources.  相似文献

New regionalism encompasses a diversity of approaches to address regional planning problems. Within Australia, the Great Barrier Reef Water Quality Protection Plan was developed to enhance water quality within the World Heritage-listed Great Barrier Reef, and the plan gave responsibility to regional, natural resource management bodies to undertake several actions. This paper evaluates these initiatives in the light of the emerging theory of new regionalism and highlights six main lessons: up-scaling of the catchment approach to a reef-wide approach is essential in order to improve water quality, but must be complemented by cross-regional collaboration; new governance and institutional arrangements and strengthened partnerships must be effectively integrated; culture and history are important in determining the most effective management approaches; pilot projects must move to comprehensive and strategic implementation; science is important but needs to incorporate other branches of knowledge; and economic incentives are important in encouraging the implementation of best practices, but delivery needs to be flexible. We conclude that the new regional approach is appropriate for addressing complex, multi-scale problems such as water quality, and has incorporated several key principles of new regionalism, but that the process must move quickly to a higher level of commitment and application.  相似文献
