One purpose of the Advocacy Coalition Framework (ACF) is to explain policy change. Previous holistic reviews of the ACF by Weible, Sabatier, and McQueen (2009) and Pierce, Peterson, Jones, Garrard, and Vu (2017) of the framework have not explicitly analyzed all the concepts and their interactions in a systematic manner. To address this gap and inform scholars and practitioners about past findings, strengths, weaknesses, and opportunities for future research, this article analyzes how the ACF's theory of policy change is applied to 148 policy processes among 67 journal articles from 2007 to 2014. Similar to Weible et al. (2009), this research finds the frequent use of multiple primary pathways to policy change, infrequent use of many of the ACF's concepts, a plurality of applications in the environment and energy domain, comparison of subsystems, and a need for greater clarity and transparency among applications. Unlike Weible et al. (2009), this article explores associations between primary pathways and policy domains, the frequency of associations between primary pathways and secondary components, policy change and stasis, and identifies threats to internal validity of key ACF concepts. 相似文献

Much previous scholarship has assumed that Pacific trade goods were generally restricted to the urban centers of colonial Latin America and had little influence on the culture of interior provinces. Documentary and archeological records from remote areas of northern New Spain indicate otherwise and may serve as an example of the range of Asian trade goods elsewhere in colonial Latin America. This essay focuses upon Parral and New Mexico, showing that Asian goods-especially porcelain and textiles-reached some of the most remote areas of the viceroyalty of New Spain. Throughout the colonial era, the desire to establish and maintain a sophisticated lifestyle on the periphery seems to have been operative, with imported Asian goods as signifiers of status and prestige. Although fewer imported Asian goods may have been available in the remote northern regions than in urban areas, archeological and documentary evidence indicates their quality was equal to that of the metropoles, suggesting that daily life on the northern frontier was not as poor and isolated as previously assumed, but rather, actively participated in the international trade of the times. 相似文献

Abstract: Arguing that resistance to the state is too narrow a conceptualization of a political project that challenges neoliberalism, we posit that there are latent, residual apparatuses of the state which can be activated as part of a systematic progressive politics. We examine Massachusetts’“Dover amendment”, a legal framework which governs group home siting throughout the state. Dover offers a powerful tool with which to resist a neoliberal socio‐spatial agenda, though it has been underutilized toward enabling an alternative landscape. We analyze how and why Dover has often remained latent as a tool for socio‐spatial resistance, and consider a provocative case in Framingham, Massachusetts that suggests how residual state apparatuses may be leveraged in support of an explicitly resistive, progressive agenda. 相似文献

Growing interest in non‐capitalist ownership models raises empirical questions about the political implications of such models. In this paper we ask: are non‐capitalist property ownership models inherently politically transformative? A study of community land trusts (CLTs) based in Minnesota illustrates that alternative property models do not necessarily produce transformative political outcomes. Interviews of those involved in CLTs revealed that they most often engage in affirmative politics, rather than challenging structural problems. Seeds of transformation were evident in these CLTs as well, however, and we explore these moments through four lenses of transformation in order to see the potential building blocks toward other worlds. To this end, we highlight changes in participant subjectivities, collective relationship building, the cultivation of community control, and the subversion of power hierarchies. While these moments offer pathways toward greater transformation, this study reveals the necessity of intentionally transformative practice in alternative ownership models. 相似文献

Abstract Race is routinely defined as “socially constructed,” from which it follows that there was a time before its construction. What that time looked like, and how Africans were then viewed by white Americans, is difficult to perceive from a vantage point within the paradigm of race. This essay considers important but neglected cultural referents to argue that a binary distinction between black and white did not emerge on theoretical grounds until the 1780s, when Jefferson's Notes on the State of Virginia shrewdly redirected growing challenges to slavery into quasi-metaphysical reflections on the gulf between whites and blacks. 相似文献

Shales of the Late Proterozoic Arcoona Quartzite Member of the Tent Hill Formation, Stuart Shelf, South Australia, contain a well-preserved microfossil assemblage consisting of leiosphaerid acritarchs, cyanobacterial filaments and relatively large organic sheets interpreted as probable fragments of vendotaenid algae. Stratigraphically, the Arcoona Quartzite Member is thought to be the equivalent of the ABC Range Quartzite of the Flinders Ranges, which underlies metazoan-bearing sandstones of the Pound Subgroup but overlies recently discovered animal fossils of the basal Wilpena Group. The ABC Quartzite is included in the stratotype of the Ediacarian System proposed by Cloud & Glaessner (1982). The Arcoona assemblage thus provides an excellent opportunity for microfossil-based biostratigraphic characterization of sequences containing the earliest invertebrate biotas. Arcoona microfossils illustrate well both the problems and potential of Precambrian micropalaeontology. The morphologic complexity and diversity of the leiosphaerids is limited; however, the assemblage as a whole compares closely with microbiotas of late Vendian age from the Georgina Basin in northern Australia and the Nama Group in Namibia, as well as with several localities in the Northern Hemisphere. The assemblage described here differs from phytoplankton assemblages of both late Riphean and Cambrian age found in many other parts of the world. 相似文献
