Rewriting Eighteenth-Century Swedish Republican Political Thought: Heinrich Ludwig von Hess's Der Republickaner (1754)

This article provides the first comprehensive and historically genuine analysis of Heinrich Ludwig von Hess's (1719–1784) pamphlet Der Republickaner (1754). Hess was an important figure in both the German and Swedish eighteenth-century political context. Firstly, I will show that the proper historiographical context for Hess's pamphlet is Sweden. In previous historiography on the subject it has been argued that Der Republickaner was a comment on the constitutional reality of Hamburg. My article demonstrates that the original context of Hess's pamphlet was the power struggle between King Adolf Frederick of Sweden and the council of the realm. Secondly, I argue that Hess's pamphlet is the most elaborate defence of aristocratic republicanism written in Sweden in the Age of Liberty (1719–1772). As a result, Hess's pamphlet is the fiercest attack on absolutism written in German in the eighteenth century.

Debating federal Europe in the British Parliament,c. 1940–49

Federalism, or the fear of it, worked as a catalyst in the British pre-referendum debate on Brexit in June 2016. In this paper, we focus on the pre-European integration context and ask what kind of an alternative federalism was seen to afford in British politics during and after the Second World War. We limit our discussion to parliamentary debates, which have only rarely been used as primary sources for studying European integration history. The British Parliament was one of the key political arenas for debates on foreign policy, not just in terms of informing the party lines but also guiding the public discussion. In the early part of the 1940s, the British federalist movement was able to generate political debate on the issue and gain the attention of many leading politicians. We argue that the approach to the use of the concept was politically charged but remained open to various context-based interpretations, which did not eventually lead to any concrete proposals. During the latter part of the 1940s, the majority of British MPs were open to different ways of creating unity in Europe. The emphasis on national sovereignty, however, continued. As a result ‘federalism’, attached to structures for unity, gave way to more pragmatic political solutions.

Das Netzwerk „VITAL CITIES“ Stärkung polyzentrischer Stadtsysteme durch Förderung des Einzelhandels in den Innenstädten

Abstrakt Das Entstehen von Einkaufszentren „auf der grünen Wiese“ f?rdert einen schnellen Zersiedlungsprozess, au?erdem führt es zu erh?htem Verkehrsaufkommen und Umweltproblemen. Diese Prozesse nehmen negativen Einfluss auf die Entwicklung des st?dtischen Lebensraums, die Fl?chen für Wohnen und Infrastruktur sowie die Freifl?chensituation. Sie laufen damit dem Ziel einer nachhaltigen Siedlungsentwicklung zuwider. Die Ansiedlung von Einzelhandelsunternehmen in den Innenst?dten kann diesen Tendenzen entgegenwirken. Das INTERREG IIIB-gef?rderte Projekt VITAL CITIES will mit verschiedenen Ma?nahmen und Untersuchungen in sieben Projektl?ndern dazu beitragen, polyzentrische Stadtstrukturen zu st?rken und eine ausgewogene Raumentwicklung im CADSES-Raum zu erreichen. Im Ergebnis des Projekts steht die „Comprehensive Urban Retail Trade Improvement Strategy“ (CURTIS), in die die Ergebnisse aller Aktivit?ten einflie?en. Bestandteil sind unter anderem Empfehlungen, neue rechtliche und planerische Instrumente auf nationaler oder regionaler Ebene zu implementieren.
