The provision of large economic infrastructure in Australian cities is widely seen to be in crisis. This paper examines the reasons why crisis has arisen in the urban infrastructure sector and what might be done to redress this. The analysis and the argument are based on a resuscitation of the ideas and ideals of infrastructure provision and how these have been eroded. The paper shows how these ideas/ideals once underpinned the formulation of state role, governance and regulation systems, financial arrangements, and even community need and expectation. Critical to this was an acceptance of the ideals of universality, access, bundling and free positive externalities, and the belief that these should be assembled necessarily as part of any urban infrastructure roll-out. This package became instinctive in post-war economic and urban management. Yet this instinct has been lost as governments shift from models of infrastructure provision to infrastructure procurement where a major role for the private sector is now common. While such an involvement has its benefits, there are concerns for the urban condition when privatisation of infrastructure construction, delivery and operation becomes dominant. Citing Graham and Marvin (2001 ), the paper argues that, where once infrastructure was the key device for integrating the elements of the city and its people, the way it is now being delivered produces a splintered urbanism. There is an urgent need, then, to re-think what infrastructure means in today's urban context and thereafter to re-assess the criteria for deciding what infrastructure is to be provided, in what form it should be provided, who should provide it, who should pay, and who should operate it.  相似文献

Edmund Burke argued that abstract or universal rights to food and medicine were less valuable than the aid of ‘the farmer and the physician’. His point remains unanswered. Human rights receive universal lip service, but their status and justification remain murky. From one view they are universal requirements matched by counterpart universal obligations: but if so they cannot be defined or created by international Covenants. From another view they are defined by convention and have force only when states ratify international Covenants: but if so, they are not universal. This matters particularly for rights to goods and services, such as rights to food and health care. These rights require the active collaboration of those who are to deliver needed goods and services: yet this active engagement is endangered by imposing overly complex requirements in the name of compliance with human rights. Excessive demands for compliance, and excessive emphasis on complaint, compensation and blame as remedies for non‐compliance, endanger the effective contribution of the farmer and the physician, and of others on whom the provision of needed goods and services most depends.  相似文献

The paper defines the state's apparatus as a site of power and contestation. This view enables contingency in the realm of government to be taken seriously. Accordingly, the paper takes a critical view of the idea of neoliberalism as a general global process. The paper reviews Paul du Gay's history of the state's apparatus, including his nostalgia for bureaucracy and his disdain for entrepreneurship. The paper contrasts du Gay's stylised take with a study of shifts in institutional structures and behaviours in Australia's state apparatus since the mid 1970s leading to the present period of Howard neoliberalism. The paper positions these shifts in the context of Coombs‐led institutional reform in Australia; it examines the potential for institutional resistances and responses; and draws implications for how we view institutions as having agency in the political processes of state apparatus reform.  相似文献

The idea of an economy taking a geographical journey highlights the importance of changing spatialities and how these shape and result from economic change. It also focuses on the geographical scaling of key processes. Using these insights, this paper explores three decades of economic change in Australia in which the nation State has played a central role in the operation of markets and accumulation processes, albeit with dramatic shifts in the qualitative nature of that role. Such shifts have been crucial during the emergence of Australia's particular variety of neoliberalism. The paper explores the liberalisation of Australia's financial and corporate environment, trade policies and the industrial relations environment. The three cases suggest contradictions inherent in the State's adherence to a neoliberal reform agenda, in the name of globalisation, while facing: first, political needs to retain sovereignty over national security and tighten border protection; and second, multi‐scaled political processes including clashes with State governments grappling with regional and local impacts of change. There has been no simple roll‐out of neoliberalism in Australia since the mid 1990s. Geographical scales, constructed contingently by social and political agents, have contributed in fundamental ways to the power and direction of economic reform. Despite powerful re‐scalings to both global and local levels over the past three decades, there is no evidence of a diminished role for the nation State.  相似文献

Suspended sediment and total dissolved material concentrations in stream flow were studied in Deep Creek Representative Basin near Cessnock, N.S.W. between April, 1976 and June, 1977. Sediment and solute transport rates were calculated at two gauging stations for individual flood events and low flow periods using the hourly hydrograph record, stage/season concentration-discharge relationships and calculated rating curves. Limitations in the use of the rating curve suggest that during flood hydrographs of long return period, calculated transport rates may be in error. A continuous record of concentration variation was sampled during one runoff event enabling comparisons to be made between methods of load calculation. For the satisfactory calculation of transport rates during extreme flood hydrographs, it is essential that concentration variation be accurately defined.  相似文献
