Symbolic Meanings and the Feasibility of Policy Images: Relocating Military Bases to the Periphery in Israel

This article is aimed at crafting an interpretive policy analysis as a predictive tool by using the proposal to relocate Israeli military bases. Since the mid‐2000s, the Israeli government has promoted a new plan to transfer military bases from urban areas and central regions to the southern metropolitan area in the Negev desert. The economic and operational logic behind the program is unclear and prompts serious debate about nationality, ethnicity, economic gaps, and the environment in the Negev. This area epitomizes marginality in Israel, both socially and geographically, and is characterized by conflicts between Jews and Bedouins. Thus, the program can be regarded as one involving policy images, where potential participants lack the information necessary for understanding the goals of the policy. This paper proposes a new methodology based on interpretive policy analysis for conducting a pilot study to evaluate the feasibility and practicality of the proposed program. We use this methodology to analyze the symbolic meanings that local organizations attribute to the program with the goal of predicting their response to this program. Thus, the relocation plan serves as a template on which to develop and test the IPA‐informed evaluative methodology, which is applicable to other cases.     

Simple Iterative Use of Lyapunov's Solution for the Linear Optimal Seismic Design of Passive Devices in Framed Buildings

This article presents a Lyapunov-based analysis/redesign approach for the optimal seismic design of added viscous dampers in 3D framed structures. The optimal solution minimizes the total added damping while the mean squared drifts at the peripheral frames are constrained to allowable values under a white noise excitation. The proposed approach uses Lyapunov equation for analysis and an optimality criterion that dictates “fully stressedness” for redesign. Hence, the design process is actually comprised of an iterative solution of a set of algebraic equations. Three examples are solved so as to highlight the advantages of the proposed approach — a 3-story shear frame, an 8-story, 3-bay by 3-bay setback frame, and a 10-story industrial frame.     

“The noble pirate”: The Voice of Peace offshore radio station

This article analyzes the case of Abie Nathan's “Voice of Peace” – an offshore pirate radio station that began broadcasting in 1973 off the coast of Tel Aviv. Although the station reflected the diffusion of this type of media transmission into the Middle East from Europe, particularly in its identification with pop music, the Voice of Peace was distinct in its political and ideological aims and in its positive reception. I argue that public enthusiasm for the Voice of Peace reflected not merely the yearning for pop music but the search for a “normal” life within the turmoil of Israel. By “tuning in” to the Voice of Peace, listeners found an escapist heterotopia – an alternative to Israel's hegemonic national characteristics.
