The concept of human security, while much contested in both academic and policy debates, and highly fragmented across different meanings and forms of implementation, offers a potential locus around which global security discourse might converge, particularly in light of current shifts in US security thinking. However, key pioneers of human security, such as the United Nations and Canada, appear to be losing their enthusiasm for the concept, just at the moment when others such as the European Union, are advancing a human security agenda. This article examines the divergence of human security narratives between the UN and the EU. It argues that the UN's use of the concept ran aground owing to a triple problematic of lack of clarity, confusion between previously distinct policy streams on human rights and human development and conceptual overstretch. After assessing the EU experience with the concept to date, the article argues that future use of human security will require greater focus on how it deepens ideas of individual security, rather than treating it as an agenda for broadening security. As well as a need to project clarity on the conceptual definition of human security, there is also a need to associate human security with greater clarity of intent. If successful, this would contribute to establishing second generation human security as a new policy paradigm.  相似文献

This article considers the relationship between Aboriginal peoples in Canada and the nuclear industry in the contemporary geography of Canadian Nuclear Fuel Waste management. It explores the ways in which the knowledge produced by the Canadian nuclear industry, through the work of the Nuclear Waste Management Organization about nuclear waste, its management and its effects, gains primacy over the knowledge and experience of the Serpent River First Nation (SRFN). I identify a discourse of citizenship as instrumental to pursuing and maintaining industry control over knowledge produced about this policy issue. Of particular interest is the manner in which this discourse operates to disqualify and subjugate the alternative experiences of, and knowledge about, nuclear waste and radioactivity contained in the oral histories and testimonies of the SRFN. I suggest that the discourse marginalizes the knowledge of the SRFN through the use of scaled representations of identity and place, to create a particular 'Canadian' account of the fuel chain and its effects.  相似文献

Microchemical analysis of minerals present in pottery and stone artefacts may help determine their provenance. Electron microprobe major element analyses of augite suggest that minor elements (Ti02,MnO, Aa2O) are important in fingerprinting basalts. This points to the potential usefulness of trace elements. Augite present in six basalt samples (representing all known/suspected Pharaonic basalt quarries in northern and middle Egypt) and basaltic temper fragments in two New Kingdom pottery sherds was analysed for 28 trace elements (Sr, Ba, Th, U, Zr, Hf, Nb, Ta, Y, La, Ce, Pr, Nd, Sm, Eu, Gd, Tb, Dy, Ho, Er, Tm, Yb, Lu. Sc, V, Cr, Ni, Ga) by laser ablation microprobe-inductively coupled plasma-mass spectrometry (LAM-ICP-MS, laserprobe). Cluster and discriminant analysis indicate that (1) laserprobe trace element data are more effective at fingerprinting basalts than conventional electron-microprobe data and (2) basaltic temper in the two sherds does not match any of the quarries. Microbeam techniques providing trace element data may represent the future for mineral-based provenance studies.  相似文献

Summary.   This article explores how the patterns of development within the local populations prior to Greek colonization, or even Greek contact, can elucidate the process of Greek colonization. Focusing upon the Thracian Early Iron Age cemetery of Kastri on Thasos, it suggests that past interpretations of such cemeteries as undifferentiated is due to the imposition of modern ideas of value. This article instead uses the criterion of diversity to suggest that the cemetery in fact has clear patterns of social differentiation in the first and last periods of use. Furthermore imports are restricted to graves of highest diversity in the last period of use (the early seventh century BC). This pattern is repeated over Early Iron Age Thrace, and is indicative of a social change within Thrace prior to Greek colonization which saw nascent Thracian elites seeking out imports from many areas in order to bolster their status.  相似文献
