The paper traces the historical roots of anti-mobility discourse in Israel and examines the changing policies and practices geared towards the prevention of mass Jewish departure during its first decade of statehood. It identifies two distinct phases in the battle waged against international mobility, under the headings of ‘Legalism’ (1948–1953) and ‘Symbolism’ (1954–1958). While the former was led by official agencies of the young state and required the passing of laws and other administrative decrees, the latter was mainly a society-led campaign of ad-hoc symbolic practices by groups seeking to de-legitimize international mobility and emigration in particular. Despite their qualitative differences, both were instrumental to the national identity formation project in postindependence Israel, assisting in the construction and maintenance of (physical and cultural) boundaries between Jews in Israel and others – both Diaspora Jews and non-Jews.  相似文献

This paper reconstructs the unknown Chile-World Bank interactions during the formative years of Pinochet’s dictatorship (1973–1977). Prevalent understandings of the WB portray it as a loyal Washington ally. However, new evidence from the WB Archives and additional documents reveal that US efforts to make lending contingent on human rights considerations, thereby forcing the Bank to abandon its so-called economic neutrality, were only partially effective. Pinochet’s case provides a new prism to examine the cold war in Latin America and the Bank’s use of its ‘neutrality’ as a means to reach increasing autonomy from its strongest member states, mainly the United States.  相似文献

This article presents a method for investigating the spatial distribution of vehicle and pedestrian traffic crashes relative to the volume of vehicle and pedestrian movement in urban areas. This method consists of two phases. First, vehicle and pedestrian traffic volumes on the street network are modeled using a space syntax configurational analysis of the network, land use data, and observed traffic data. Second, crash prediction models are fitted to the traffic crash data, using negative binomial regression models and based on traffic volume estimates and street segment lengths. The method was applied in two areas in Tel Aviv, Israel, which differ in their morphological and traffic characteristics. The case‐studies illustrated the method's capability in identifying hazardous locations on the network and examining relative crash risks. The analysis shows that an increase in vehicle or pedestrian traffic volume tends to be associated with a decrease in relative crash risk. Moreover, the spatial patterns of relative crash risks are associated with the design characteristics of urban space: areas characterized by dense street networks encourage more walking, and are generally safer for pedestrians, while those with longer street segments encourage more driving, are less safe for pedestrians, but safer for vehicles.  相似文献

The history of Israel’s land allocation regime is traced from its inception in the formative years (1948–60), focusing on distribution of urban land to private and business entities. Rich archival materials provide documentation regarding the Development Authority (DA), established in 1950, and its practices. The prohibition on selling “national lands,” zealously observed in Israel’s rural regions, was never closely adhered to in urban areas. The DA’s double role, as a major actor in land allocation as well as the institution representing the “rules of the game,” serves as a platform for a preliminary examination into institutional path dependency theories.  相似文献

The paper analyses conflicts associated with policies to protect the built heritage. Such conflicts relate to a host of tensions between private and public concerns and specifically between pro-development and pro-conservation approaches. To examine these cleavages, the paper operationalises private and public concerns over heritage by asking if there is a recognisable set of justifications that policy-makers use for supporting a pro-conservation or alternatively a pro-development approach? To do this, the paper looks at appeals decided by Her Majesty’s Planning Inspectors in London. The findings show that although they are not dichotomous, public and private interests in heritage development can be factually recognised in the setting of appeals. Moreover, the paper finds that Planning Inspectors often channel conflicts through the prism of certain public interests, namely, protecting architectural and physical attributes of the building and its surroundings. Although inspectors are instructed to actively weigh in other (potentially overriding) considerations in heritage appeals, such as socio-economic and proprietary issues, these considerations do not appear to have the same standing within the decision-making process.  相似文献

Shipwreck cargo of lead ingots, some marked, discovered off Tel Ashkelon, weighed about four tonnes. C14 analysis of charred wood from an ingot dated it to the 11th–13th centuries AD, Crusader times. Lead isotopic ratios provenanced the ingots to Mont‐Lozère, France. Various aspects of the lead trade are discussed, including: lead sources, extraction, casting, lead in the international maritime trade, weight units in medieval trade, prices, transportation, sale and storage, lead cargo and ballast, reconstruction of the wrecking event, salvage after the vessel was wrecked, Ashkelon as a trading coastal town in the 11th–13th centuries AD, and the possible destination of the cargo.  相似文献

Abstract

Since its establishment at the Bretton Woods Conference of 1944, the World Bank (WB) has been expected to follow a self-imposed and vaguely defined principle of ‘neutrality.’ According to this principle, the decisions made by the WB and its officers were expected to be based purely on economic criteria, with no input from political considerations. By focusing on the generous support that the WB provided to the dictatorship that ruled Argentina between 1976 and 1983, especially during its formative period (1976–1978), the article examines the concrete aspects of this neutrality and the different ways in which each party involved interpreted and used it. Drawing on never previously consulted WB documents and additional primary sources, it maintains that at a time when the US, the strongest member-state in the WB, strove to make multilateral lending contingent on improvements in the human rights arena, the WB’s alleged ‘neutrality’ provided it with the means and justification to support a regime that egregiously violated those rights. Whatever the exact nature of this so-called neutrality, what is clear is that it was used to enable the WB and member states to ignore US instructions and support a right-wing regime determined to substantially liberalize Argentina’s economy.  相似文献

David Ben-Gurion is usually considered a labor leader or a Zionist national leader and is less remembered as a civilian head of state. Nevertheless, as premier of a fledgling state, he played a major role in shaping Israel's civil institutions and establishing democracy and the rule of law. This article seeks to show that Ben-Gurion's policy as a political leader was derived from a well-defined civic worldview encapsulated in the idea of “mamlakhtiyut.” Ben-Gurion understood “mamlakhtiyut” as an awareness of society's need to function as a civilized, independent polity manifesting civic responsibility and participation, respecting democracy, and upholding law and order. It is argued that Ben-Gurion's civic ideas can best be explained by the political theory known in the last 40 years as “republicanism.”  相似文献

Abstract

This article examines conflict associated with efforts to conserve modern architecture. The tension between preservation and functional concerns and the cleavage between form and function are brought to the fore by looking at a prominent case study of the concert hall of Tel Aviv, Israel. Between 2005 and 2013, the historic concert hall was the subject of a substantial renovation plan, which became contentious owing to its impact on the interior and exterior features of the building. With the help of interviews, content analysis of proceedings, planning decisions and court rulings, the paper examines the obstacles for attaining a balance between form and function, and particularly: (1) the role of cultural elites in shaping historic places and in determining the ‘functional threshold’ of modern buildings; (2) how emotional attachments to cultural properties impact the course of built heritage conflicts; and (3) the failure of public participation. Overall, the analysis suggests that participatory avenues can be pursued in order to bridge the gap between opponents and proponents of structural modifications. When collaboration fails, however, the opinion of the professionals using the modern building should be given greater consideration, and legal redress should be a last resort.  相似文献
