In this paper through the analysis of the access to culture issue in the Croatian cultural policy agenda, we illustrate the current cultural policy developments in Croatia in the broader European context. Taking the differentiation between explicit and implicit policies at both macro and micro level we analyse discourses on access to culture in the Croatian cultural policy at the constitutional level, parliamentary political parties’ level, the governmental level and the level of cultural organisations. On the one hand the policies regarding access to culture remain mostly implicit and revolve around traditional models connected to instruments dating back to socialism; while on the other selected cultural organisations develop instruments for fostering it where European projects have an influence. The orientation more towards cultural production issues and less to access to culture and cultural participation issues draws similarities of cultural policy developments in Croatia with the general European cultural policy framework. 相似文献

In this article the specifically domestic and cultural propertiesof British decolonization are explored. It is suggested thatthe very category of post-colonial Britain invitesus to think in these terms. Conventionally, the question ofthe domestic consequences of decolonization is thought in termsof the native white population of Britain. This article turnsattention to the role of the black migrants resident in themetropolis during the years of decolonization: most especially,to the role of West Indians. By a reading of the West IndianGazette it is proposed that the West Indian migrant played anactive role in the organization of a specifically anti-colonialcultureproviding the means by which white Britons, too,could come to terms with the end of Empire. 相似文献

As universities around the world are under pressure to produce commercial outputs of their research results, it is surprising how a few studies have been conducted about intermediary organizations and their role in this matter. The intermediaries’ basic roles to diminish market and system failures in innovation processes are targeted to respond to the challenges that may emerge in innovation processes, in general, especially in the commercialization of academic research. In this article, we analyse the roles of, and needs for, different kinds of intermediary organizations in two Finnish technology agglomerations from the perspective of the commercialization of new knowledge. We use the Triple Helix concept as a theoretical starting point for our empirical analysis. As many challenges in Triple Helix linkages prove that policy interventions to support the activities of intermediary organizations are justified up to certain point. However, the role of these “go-between” actors may also be irrelevant if networks between university–firm–government helices function well. In addition, many of the challenges in the commercialization of new knowledge originated from the failures of policy implementation concerning the public or semi-public intermediaries. 相似文献

On 12 July 2006, Hezbollah's kidnapping of two young Israeli soldiers was the catalyst for a sudden escalation of the conflict between Israel and Hezbollah. Lebanon was host to more citizens and permanent residents from Australia than any other country in the world. This article examines the monumental challenge faced by the Australian authorities in rescuing and repatriating its citizens who were caught up in the conflict. It does so through the conceptual lens of ‘remote crisis management’ i.e. episodes where one country's traditional crisis management challenges of rapid threats, uncertainty and the need for swift decision making are compounded by ‘political remoteness’. In other words, it lacks both political sovereignty and local infrastructure capacity for crisis resolution in a faraway county. The article focuses particularly on the remote crisis management challenges of making sense of the crisis, communication with a range of interests, and the logistical challenges of arranging and installing rescue and evacuation procedures. It also addresses the significance of Australia's prior evacuation experiences, as well as the capacity it had built in local and international networks.
