Theories of parties in Congress contend that one tool that party leaders possess to induce loyalty among rank-and-file members is control over committee assignments, but conventional tests of this linkage have failed to distinguish loyalty from simply voting one's preferences in accordance with party leaders. We characterize loyal legislators as having a higher propensity for voting with party leaders when it matters, even when their preferences diverge from the mainstream of their party. Testing this strong definition of loyalty on committee assignment data for 1991–2015, we show that majority party members who support their party on the subset of votes for which party leaders have taken positions in floor speeches are more likely to be rewarded with plum committee assignments, especially those members on the ideological extremes.  相似文献

Siraf is well‐known archaeologically and historically as an ancient port in the Persian Gulf that prospered during the medieval period. Siraf played a leading role in facilitating maritime and terrestrial trade, connecting long‐distance Indian Ocean and China routes with those in the Gulf region. Despite its history, no previous research has been dedicated to the maritime infrastructure of Siraf. Through the ‘2012 Siraf pilot project’ a preliminary survey of the underwater and shoreline remains of this ancient port city was conducted. The site's location is unique in many respects to trade routes and logistical considerations; however, its maritime infrastructure is difficult to assess in light of the extensive threats to the site.  相似文献

In his influential account of the political history of early colonial Australia, Michael Roe identified the temperance movement of the 1830s–1840s as a pivotal factor in the secularisation of Australian culture and institutions. The belief system that drove the movement, he argued, was not traditional Christian doctrine but a “new faith” of “moral enlightenment.” In this article I test the validity of Roe's claim, drawing on the work of a more recent generation of historians and sociologists who have argued for more “porous” and “reciprocal” accounts of concepts such as reason, religion, the Enlightenment, and the secular. Its focus is on the writings and activities of John Saunders, whose endeavours on behalf of the temperance cause were such that he was described by his contemporaries as the “life and soul” of the society, the “father” of the movement, and the “apostle of temperance.” It examines the role played by key Enlightenment motifs such as improvement, optimism, reason and cooperation within the rhetoric of Saunders's writings and the reasoning that informed his actions, exploring the various and complicated ways in which he articulated the relationship between evangelical religious conviction and the quest for the common good.  相似文献

Candidate selection is an important avenue for parties to influence elections, yet political scientists know little about which candidates are recruited to run and groomed to win. We hypothesize that parties focus their pre-general election activities on ideologically compatible candidates with high qualifications in competitive districts, but opt for more moderate candidates in districts with weak party support. We exploit a unique data source: FEC records indicating which candidates received instructional audiotapes from GOPAC, a political organization run by future House Speaker Newt Gingrich. Using these tapes as indicators of recruitment and grooming, we find that the party behaved pragmatically, recruiting conservatives in Republican districts, but setting aside ideological considerations elsewhere. We also find that personal qualifications of candidates played an inconsistent role, bolstering the likelihood of recruitment, but having no effect on GOPAC's support once the filing deadline had passed. Finally, we show that GOPAC's intervention was beneficial to the leader: candidates aided by GOPAC demonstrated greater loyalty to Gingrich while in office.  相似文献
