The paper is concerned with the ways in which ethnic culture is presented and experienced by tourists with particular reference to two villages in China inhabited by members of the Miao minority group and popular with visitors. The study is based on qualitative and quantitative data derived from primary and secondary sources and findings reveal contrasts and similarities within and between destination residents and visitors regarding attitudes to tourism and its cultural impacts, especially in terms of authenticity. While the cases display unique features, their analysis affords more general insights into the characteristics of this particular form of heritage tourism and its consequences.  相似文献

There is a tension between a key principle underpinning liberal democratic governments and the associated political practice. Responsible government demands that the Executive is responsible to the Legislature. Governments, however, are generally inclined to evade or limit their accountability to Parliament wherever possible. In addition, ministerial advisers have thus far been excluded from the accountability framework of responsible government. This has led to an accountability deficit in terms of ministerial advisers appearing before parliamentary committees. Indeed, Ministers in the Australian Commonwealth and State of Victoria have claimed that there is a constitutional convention that ministerial advisers do not appear before parliamentary committees. This article challenges this claim and argues that there are no strong grounds based on precedent, reason, and the beliefs of political participants to conclude that there is a constitutional convention preventing ministerial advisers from appearing before parliamentary committees.  相似文献

Sustainability has been a core conceptual framework for community development since the approach was popularized in 1987, although in its essence it reflects a long history of environmental conservation reactions to industrialization. Resilience, as a framework for understanding and approaching community development, emerged more gradually out of ecological studies in the 1980s, but has only recently, since the mid-2000s, emerged as a focus of public interest as a way of responding and adapting to the planet's growing anthropogenic changes. For many, sustainability and resilience are slightly nuanced perspectives on the same phenomenon. For others, however, there are distinct differences between them, with sustainability's conservation goals being in opposition to the adaptation goals of resilience. Two major reasons for these confusions are (1) both concepts are defined and used in many different ways to achieve a variety of political goals that may not reflect their core definitions, and (2) both concepts share similar goals and some common approaches, such as a focus on climate change and seeking a balance between humans and nature. Returning to the core definitions of conservation and adaptation helps to clarify their similarities and differences, as well as to articulate indicators for understanding how each applies to community tourism development. Indicators from research in rural Taiwan tourism communities were therefore based on responses to the questions: What does the community want to conserve and how do they want to do it (sustainability)? What do they want to change and how do they want to do it (resilience)? Preliminary results suggest that the new ideal community is the one that is both sustainable and resilient.  相似文献

Late Permian rugose corals are described from a limestone unit of the Gua Musang Formation at Selborne Estate, Padang Tengku area, Pahang, peninsular Malaysia. These include one genus, Iranophyllum, which is reported for the first time from Malaysia, with two new species Iranophyllum aequabilis and I. pahangense belonging to Waagenophyllidae. A Late Permian age is confirmed by a Paleofusulina–Colaniella–Reichelina foraminiferal fauna co-preserved with the corals.

In upland northern Vietnam ethnic minority farmers are cultivating what some global retailers refer to as the ‘champagne of cinnamon’. However, a closer examination reveals that this spice is not ‘true cinnamon’ but cassia, with the exact species remaining uncertain. Drawing on commodity chain literature and debates over the creation of value and quality, the aims of this article are twofold. First, it investigates the making of ‘Vietnamese cinnamon’ as it moves from the hills of northern Vietnam to supermarket shelves in the global North, and the actors and livelihoods involved. Second, it explores how different actors define ‘Vietnamese cinnamon’ and infuse it with often-contradictory values. Based on multi-sited ethnographic fieldwork over a four-year period, the study finds that the state and cooperating non-government organizations tend to ignore ongoing taxonomic confusion while creating a geographical indicator to highlight the uniqueness of this commodity. Yet, concurrently, exporters and retailers in the global North focus on other distinctions as key marketing tools including remoteness, ethnicity, taste and health benefits. The article thus calls for an expanded analytical focus on competing value creation for agro-food products and on the impacts for commodity producers, in this case ethnic minority farmers in the global South.  相似文献

LGBT advocacy is an emergent site attracting transnational funding from an expanded set of donor types that now include private corporations, national governments, NGOs, intergovernmental organizations and public–private partnerships. This article discusses LGBT advocacy as involving an expanded range of issues that go beyond a traditional focus on HIV/AIDS prevention. The geographical focus is on Singapore and Malaysia, two Southeast Asian countries where homosexuality is officially illegal. Alongside the global politics of LGBT rights, previous critiques about external funding and North/South asymmetries in transnational aid raise questions about its effectiveness for transformative socio‐political change, and its political and theoretical implications. Three case studies are examined: Pink Dot Singapore, and the PT Foundation and Kuala Lumpur activist workshops in Malaysia. The data demonstrate the capacity for transnational support to contribute to grassroots activism and coalitional politics. However, significant observable outcomes are currently limited, partly because most of the grants are modest, and Singapore and Malaysia's high‐ and middle‐income status excludes them from various funding bodies. Furthermore, domestic resistance to transnational funding has emerged, constituting more widespread discourses in which anti‐LGBT sentiment is framed in terms of opposing Western encroachments and the dominance of the global North.  相似文献

Singapore’s electoral autocracy is well known for its innovative use of political institutions such as Parliament and elections to enhance its durability, but relatively little attention has been paid to decentralised subnational institutions such as Town Councils, which require elected Members of Parliament to manage public housing estates in their constituencies. This paper focuses on Town Councils by examining the motives behind their formation and exploring how they serve as institutions to support authoritarianism. Based on analysis of a range of primary and secondary sources such as parliamentary Hansard, government documents and newspaper articles, this paper argues that the formation of Town Councils was politically motivated and specifically designed to thwart opposition growth. It also argues that Town Councils support authoritarianism in three ways. First, they create extra hurdles and disadvantages for the opposition. Second, they give the ruling party an additional election issue on which to attack the weaknesses of the opposition and allow it to shift the focus of elections in its favour. Lastly, they facilitate more effective and targeted material distribution and create more opportunities for elite co-optation. The implications of the study for Singapore politics and the role of decentralisation in electoral autocracies are discussed.  相似文献
