This article highlights a marked growth in the number of second homes in Ireland since the mid-1990s, which is concentrated in the rural and coastal parts of the peripheral Border, Midwest, Southeast, Southwest and West regions, together with parallel growth in the number of long-term vacant dwellings in these regions. These phenomena are linked to economic and population growth, the “laissez faire” nature of land use planning in rural Ireland, the generous fiscal treatment of housing, as well as tax incentives to encourage house building in economically marginal areas. The social and economic impacts of these dwelling on individual localities vary, depending on their number, usage patterns and the nature of the local economy and housing market. However, their environmental consequences are largely negative as is their impact on the national economy and on the economies of those regions where vacant dwellings are concentrated. Thus, our research questions the value of housing-led rural development, as they can result in excessive output of vacant and second homes and highlights the importance of adequately resourcing planning authorities if the worst excesses of rural housing overdevelopment are to be avoided.  相似文献

Upton Court (Pl. VIIA) is a timber-framed open hall house, dated by dendrochronology to c. 1330. The building appears to have been the work of Merton Priory, the holders of the manor of Upton from the twelfth century until the Dissolution. As originally built the house comprised an ailsed hall range and a jettied upper end cross wing. The open hall truss is of particular interest in that it is a hammer beam variant of unusual construction. The building was recorded by the Threatened Buildings Section of the Royal Commission on the Historical Monuments of England prior to, and in the course of, an extensive programme of alterations and restorations.  相似文献

Many federal laws dealing with environment, safety, and health contain language directing that certain kinds of standards be set on the basis of health evidence alone. That is, economic considerations are not to be taken into account in setting these standards. This paper presents arguments in defense of this position and then suggests why these arguments are not convincing. In other words, it makes the case that regulators should strive to balance economic, health, and other considerations for sensible policymaking.

The consideration of contemporary ‘designed landscapes’ around late medieval castles is now well-established. However, all too often the consideration of such a landscape is not accompanied by an equally detailed study of the building from which it was viewed, particularly the ‘viewing windows’—windows suggested to be deliberately placed within a building to provide a view over, across or towards a specific element of a designed landscape or the wider natural landscape. This paper discusses such windows, and also wall-walks, within the architectural context of one particular castle. It identifies three basic questions which should be asked in relation to any view (how did the viewer look, what were they looking at and why did they choose to look at it?), and seeks to demonstrate that windows and wall-walks intervene between the viewer and the view to the same degree as they facilitate the act of looking. An appreciation of these processes is crucial to understanding late medieval concepts of viewing.  相似文献
