Majority World working children's voices have attained some prominence in debates over their well-being. Many have defended their right to work, challenging Minority World understandings of children's ‘best’ interests. Yet employers' voices remain sidelined, raising questions over the extent to which the discursive and material spaces of children's work have been decolonised. A postcolonial perspective on children's work challenges suggestions that Majority World adults (and societies) need western guidance on how children ought to be raised. It also creates opportunities to look beyond western discourses of economic exploitation, to the potential for more-than-economic relationships between working children and their employers.  相似文献

Irrigated agriculture faces significant challenges under climate change, and may not be feasible in parts of the Murray‐Darling Basin beyond 2050. Recent research into the cultural politics of water has paid limited attention to the water cultures and relations of irrigators in Minority World countries. We analyse the water relations of grape farm irrigators in the Sunraysia region of Victoria using interviews and farm tours undertaken between 2014 and 2016. Findings are summarised under five themes: (1) the sociality of irrigation water, (2) temporal and spatial relations, (3) the risk of rain, (4) the micro‐scale of water knowledge, and (5) environment as actor. These themes shed light on the diverse relations that constitute both environmental and irrigation water. Irrigators are embedded in these relations at multiple scales, local and distant, mediated by technology and infrastructure. The scale of our focus makes visible water and other forms of environmental knowledge that often go unnoticed in broader debates over irrigation. The concept of “the environment”, understood as an embodied actor in policy discourse and by irrigators, is an emergent trend that warrants ongoing research attention.  相似文献

Non‐Governmental Organizations (NGOs) are increasingly challenged to demonstrate accountability and relevance, with reporting, monitoring and evaluation arguably having become development activities in their own right. Drawing on interviews and observation research, this article examines the impact of intensified monitoring and evaluation (M&E) requirements on a number of South African NGOs. M&E — and the types of expertise, vocabularies and practices it gives rise to — is an important area that is usually neglected in the study of NGOs but that significantly impacts on NGOs’ logic of operation. By focusing on three areas — data that are considered appropriate to conduct M&E, staffing and organizational cultures, and NGOs’ reformist relationships with other civil society organizations (CSOs) — M&E is revealed as a central discursive element in the constitution of NGOs appropriate to neoliberal development. By engaging a neo‐Foucauldian framework of governmentality, M&E practices are thus understood as technologies through which governing is accomplished in the trans‐scalar post‐apartheid development domain.  相似文献

SUMMARY: We discuss results of a content analysis of material culture articles in Post-Medieval Archaeology in the context of the development of historical archaeology as a discipline. We conclude that the journal remains an important outlet for detailed field reports, but in recent years, influenced by social and anthropological theories, the discipline has matured and articles have changed from antiquarian artefact presentations to contextualized material culture studies. Expansion of the journal’s temporal frame to include the recent past has so far had little effect, but the journal has benefited from the broadened international range of articles and the intellectual and theoretical backgrounds they convey.  相似文献

This paper documents the practical and action-oriented findings of an investigation into child domestic work undertaken in Iringa, Tanzania from 2005 to 2007. It provides an overview of the experiences of both child domestic workers and their employers, before discussing their suggestions for how child domestic working arrangements may be improved. The latter sections of the paper relate the attempts to regulate child domestic work that emerged from such dialogue. In providing detailed information on that process, the paper is positioned within the field of action research and resists the boundary frequently applied between academia and activism. It also moves beyond the tendency – observed in many existing studies of child (domestic) work – to document problems without proposing solutions. The regulatory focus of the project is theoretically supported by a social constructionist reading of the situation facing (child) domestic workers in Iringa (and elsewhere). Domestic workers have been discursively constructed as ‘one of the family’ rather than employees. This paper posits that the exploitation of child domestic workers relies on such constructions, and that improved regulation of this employment sector may offer an opportunity to discursively and tangibly reconstruct child domestic work as ‘real work’. Although formulated in the Tanzanian context, the recommendations are of broader geographical relevance.  相似文献

An overtly hostile response to asylum seekers was observed in questionnaire responses provided by residents of Port Augusta, South Australia in April 2002. A social construction approach to identity and representation was used to interrogate this antagonism within its social, cultural, political and geographical contexts. Asylum seekers were constructed as ‘burdensome’, ‘threatening’ and ‘illegal’, and opposition to them was set within the discursive framework of a ‘Self/Other’ binary. Enmity towards asylum seekers was articulated concurrently with overwhelming support for the Federal Government's exclusive and deterrence‐oriented asylum policies. However, vehement opposition was expressed regarding the government's decision to construct Baxter Immigration Reception and Processing Centre in close proximity to Port Augusta. Factors contributing to the respondents’ negative perceptions of asylum seekers include xenophobia (specifically Islamophobia), events of geopolitical significance, and problematic government and media representations of asylum seekers. An awareness of these factors is necessary to unpack and, potentially, to destabilise the negative constructions of asylum seekers circulating in contemporary Australian discourses. Their entrenchment in the national consciousness may lead to tangible social implications including fear, friction and ultimately violence between the ‘Self’ and ‘Other’, and this should therefore be countered. Community antagonism also contradicts notions of a culturally tolerant Australia and fosters electoral support for the policies of exclusion and deterrence that undermine Australia's commitment to international human rights frameworks.

For the past four years, the Fund for Peace has ranked the Central African Republic, Somalia and South Sudan as the ‘most fragile states’ in the world, in its annual Fragile States Index (FSI). The three countries’ almost identical scores suggest comparability; however, critics raise concerns about the FSI's data aggregation methods, and its conflation of causes and consequences. This article treads the uncharted path of unpacking the empirical realities that hide behind FSI indicators. Drawing on data collected during field research in the three states, the authors investigate three security indicators (security apparatus, factionalized elites, and external intervention) and propose an alternative, qualitative appreciation. Each country's fragility is based on how security forces, elites and interventions evolved over time and installed themselves differently in each region of the country. The qualitative assessment presented here shows that not every indicator matters in all cases at all times or throughout the country. Most crucially, the authors unveil enormous differences between and within the FSI's three ‘most fragile states’. Such variations call for better‐adapted and more flexible intervention strategies, and for quantitative comparisons to be qualitatively grounded.  相似文献
