Israeli local government has reemerged despite a highly centralized political system, as local politics have become more autonomous, as a political party based on grass roots movements assumed national power, and as economic stagnation revealed shortcomings of national policies. Central-local relations are still cooperative as well as cooperative, continuing to provide safety nets in the event of local mistakes. Austerity and recurring financial crises have necessitated new management orientations and organizational adaptation among local governments. The mode of learning (and unlearning) is highly contingent: in some circumstances a quick process based on opportunism, in others having been fuelled by entrepreneurial forces. The development of strategic organizational capabilities still encounters great difficulties.  相似文献

The “Christmas Cave”, a cave in the Qidron Valley near the Dead Sea and Qumran, has yielded a complex collection of plant-derived rope and fabric artifacts. Using polymerase chain reaction (PCR) to amplify DNA of the samples, we estimated the sizes and determined restriction patterns and base sequences of chloroplast genes, primarily rbcL (gene for the large subunit of ribulose bisphosphate carboxylase). DNA was successfully extracted from all samples, but was limited to sizes of approximately 200–300 base pairs. As expected, the DNA extracted from the samples was identified as coming primarily from flax (Linum usitatissamum L.), but two samples had a significant fraction, and all samples had at least a trace, of hemp (Cannabis sativa L.) DNA. Artifacts from the Christmas Cave were thought to date from Roman times, but it was thought possible that some could be much older. Accelerator mass spectrometry (AMS)-based 14C dating confirmed that the samples contained representatives from both the Roman and Chalcolithic periods. This paper provides a synthesis of DNA, isotope, and literary analysis to illuminate textile history at the Christmas Cave site.  相似文献

At the end of the nineteenth century, and more pronouncedly between the two World Wars, Jews in Eastern Europe created wide networks of credit cooperatives, which at their peak supported about a third of the non-Soviet Jewish population in Eastern Europe. The establishment and continuous management of these cooperatives were greatly assisted by the two major Jewish philanthropic organizations of the period, the Jewish Colonization Association (JCA) and the American Jewish Joint Distribution Committee (JDC). These organizations acted as charitable institutions but also as third-sector organizations which aspired both to assist and to socially engineer East European Jewish society. In British Mandate Palestine a Zionist branch of the movement was established, which was, however, free from the influences of these philanthropic organizations. The article describes and analyzes this little-researched phenomenon while seeking to place it within the theoretical frameworks of philanthropy and transnationalism. It concludes with an observational comparison between the political context in which Jewish credit cooperatives were created, namely East European ethnic regimes, and the Israeli ethnic democracy.  相似文献
