Rising economies including China, the United Arab Emirates, Brazil, Korea, India, Kuwait and Saudi Arabia are subtly changing the rules of foreign aid with profound consequences for the role of multilateral institutions and conditionality. Fears abound that this new aid is bolstering rogue states, fuelling corruption, and increasing the debt burdens of poor countries. This article critically assesses these arguments before dissecting the attractions of emerging donors' aid against a background of established donors' failure to deliver on promises to increase aid, reduce conditionality, better coordinate and align aid efforts, and reform the aid architecture. It argues that a silent revolution is taking place whereby the emerging donors are not overtly attempting to overturn the rules of multilateral development assistance, nor to replace them. Rather, by quietly offering alternatives to aid‐receiving countries, they are weakening the bargaining position of western donors. The resulting tensions underscore the urgency of reforming the multilateral aid system.  相似文献

An oil‐bearing sandstone unit within the Monterey Formation is exposed in the Los Angeles Basin along the Newport‐Inglewood fault zone in southern California. The unit preserves structures, some original fluids, and cements that record the local history of deformation, fluid flow, and cementation. The structures include two types of deformation bands, which are cut by later bitumen veins and sandstone dikes. The bands formed by dilation and by shear. Both types strike on average parallel to the Newport‐Inglewood fault zone (317°–332°) and show variable dip angles and directions. Generally the older deformation bands are shallow, and the younger bands are steep. The earlier set includes a type of deformation band not previously described in other field examples. These are thin, planar zones of oil 1–2 mm thick sandwiched between parallel, carbonate‐cemented, positively weathering ribs. All other deformation bands appear to be oil‐free. The undeformed sandstone matrix also contains some hydrocarbons. The oil‐cored bands formed largely in opening mode, similar to dilation bands. The oil‐cored bands differ from previously described dilation bands in the degree of carbonate cementation (up to 36% by volume) and in that some exhibit evidence for plane‐parallel shear during formation. Given the mostly oil‐free bands and oil‐rich matrix, deformation bands must have formed largely before the bulk of petroleum migration and acted as semi‐permeable baffles. Oil‐cored bands provide field evidence for early migration of oil into a potential reservoir rock. We infer a hydrofracture mechanism, probably from petroleum leaking out of a stratigraphically lower overpressured reservoir. The deformation bands described here provide a potential field example of a mechanism inferred for petroleum migration in modern systems such as in the Gulf of Mexico.  相似文献

Whitianga Harbour on the Coromandel Peninsula, North Island, New Zealand is fronted by a broad sandy barrier composed of linear beach ridges. The barrier developed through a process of rollover as sea level rose in the early Holocene with shelly sandy sediment washed inland over estuarine muds. These overwash deposits are present to 3 m below sea level in the back barrier area. Once sea level stabilised and barrier rollover had ceased the barrier continued to prograde in a series of beach ridges. The back barrier area is characterised by estuarine muds, overlain by splay and overwash deposits that are reworked by fluvial and tidal channels. The initial flooding of the estuary occurred at around 7350–7225 years cal BP, reaching modern levels by 6894–6729 years cal BP at the earliest. Infill was rapid as evidenced by estuarine species (crustaceans and bivalves) preserved in life position. From ~6000 years BP to present, the estuary is characterised by tidal and fluvial reworking, suggesting that modern sediment inputs are bypassing the estuary.  相似文献

The war on terror and the war in Iraq pose three challenges for foreign aid. The first concern is that donors may hijack foreign aid to pursue their own security objectives rather than development and the alleviation of poverty. The second concern is that the costs of the wars in Afghanistan and Iraq and the wider war on terror will gobble up aid budgets. The third concern is that major donors are continuing to impose competing and sometimes clashing priorities on aid recipients and this erodes rather than builds the capacity of some of the world's neediest governments. This article assesses the emerging aid policies of the United States, Japan, the United Kingdom and the European Union and proposes practical measures that could bolster an effective development-led foreign aid system.  相似文献
