This paper analyses the 1971 -76 metropolitan out-migration pattern of Canadian males in the labour force entrance age group. Migration is conceptualized within a three-level choice framework, and statistical inference is based on a multinomial logit model. It was found (1) that the propensity to outmigrate and the destination choice pattern vary substantially among the 23 metropolitan areas; (2) that 83 per cent of the variation in the destination choice probabilities of metropolitanward migrants can be explained by only five variables (log of distance, cultural dissimilarity, temperature, employment growth, and population size); and (3) that housing conditions are essentially the results (rather than the causes) of intermetropolitan migration .  相似文献

Law enforcement by the U.S. Coast Guard (USCG) is characterized by soft penalties for safety violations, low incidence of penalties relative to the number of violations, and substantial resources devoted to inspections of vessels. Under what conditions can such an enforcement strategy be effective? And is it? This article seeks answers to these two questions. Harrington's (1988 ) model is motivated by such facts about U.S. regulation in general, and provides an answer to the first question via targeting of good and poor performers. The model generates hypotheses about optimal regulation in the context of pollution prevention activities of the USCG. In order to answer the second question, an organization‐level panel data set consisting of thousands of U.S. flag tank barges is constructed and those hypotheses tested. A count model that controls for vessel heterogeneity yields mixed evidence. If USCG inspections are considered exogenous variables (as the theory presumes), they appear to prevent pollution spills. But if inspections are endogenous and respond to previous spills, then correcting for endogeneity reverses the earlier result. In addition, violations are found to be good predictors of pollution occurrences, suggesting that inspections are not as effective as they could be. Targeting, as in Harrington's model, therefore appears to be incomplete, and the findings suggest that more complete targeting could increase performance. An interesting finding is that stronger penalties could increase performance.  相似文献

In sub-Saharan Africa, every cultivator of the soil in a precolonial, agriculturist society needed a digging implement, and this normally took the form of a hoe with an iron blade hafted on a wooden handle. This paper marks the first attempt to document the surprising variety of hoe blade styles and map their regional distributions within South Africa. While the primary function of the hoe—this key item of material culture in African farming communities—was to cultivate the soil, the large quantity of metal and therefore labour required to make a hoe blade accorded it great value in the years before European industrial copies flooded the market. The hoe was an important item in trade networks, in marriage transactions and in a number of symbolic contexts associated with individual and collective ancestry. This biographical approach to hoe exchange, use and recycling reveals the complex significance of this tool in the lives of precolonial farmers. In particular, we are able to show that hoes could in some circumstances be accorded the same values as cattle in marriage exchange.  相似文献

While pioneers of archaeology in any given region have established the foundations of the discipline, their views have not remained unchanged in places such as Europe, North America and Australasia. In these regions, successive generations of researchers changed the direction of their work based not just on new observations but also in light of new methods and theories. For example, the idea of a Bronze Age revolution popularised by V. G. Childe in Europe was superseded by multiple alternatives over the years. In southern African Iron Age studies, John Schofield, Gertrude Caton-Thompson, Roger Summers, Keith Robinson and Peter Garlake created an impressive platform upon which successors could build. Confronting firm disapproval from more experienced researchers in the early 1980s, Huffman speculated that the evolution of sociopolitical complexity in our region was a linear relay from Mapungubwe to Khami via Great Zimbabwe. This position was sustained as the conventional wisdom largely, we argue, because no new research was being carried out in key areas of the region, and too few students, in particular African ones, were being trained to expand the focus of investigation. Here, we present new data to support our argument, that the pathway to sociopolitical complexity in southern Africa was multilinear. We propose looking forward rather than back, and to continue to seek the exposure of scales of interaction between multiple but chronologically overlapping entities associated with the rise of sociopolitical complexity in southern Africa.  相似文献

Prestige goods, in various combinations and permutations, feature prominently in anthropological and archaeological templates of the emergence of social inequality and early state formation in premodern societies. In Africa, discussion of the contribution of prestige goods to the evolution of cultural behaviours such as class distinction and statehood has been conducted primarily through theoretical lenses that allocate significant weight to the proceeds of external long distance trade. The major outcome is that archaeologists have rarely paused to evaluate not just the definition of prestige goods but also the congruity between global ‘universals’ and African ‘particularities’. Using empirical evidence from the southern African historical and archaeological records, this paper seeks to evaluate the concept of prestige goods and to assess their contribution to the evolution of Iron Age (AD 200–1900) communities of different time periods, from locally centred positions. It reveals that the distribution, use and deposition of exotic imports in southern Africa is not compatible with the pattern suggested by the prestige goods model, and points towards their valuation as embedded within situational contexts of meaning. In fact, hinterland elites controlled neither the source nor the distribution of exotic goods from producer regions, making them a volatile source of power and prestige. While local elites used exotic imports when available, and imposed taxes on their citizens—payable in both local and external goods—land, cattle, religion and individual entrepreneurship were far more predictable and stable sources of prestige, wealth and power. This provides the basis for reassessing the development of complexity in the region and potentially contributes towards global debates on the impact of long-distance trade in the development of complex states.  相似文献
