Power and the material arrangements of a river basin management plan: the case of the Archipelago Sea

The drive towards collaborative governance has raised critical questions about the hidden forms of power practised in consensual planning processes. In the field of water governance, the issue has been analysed in terms that treat power as an intrinsic property of actors or planning settings. Alternatively power is located in the discursive means mobilized by the human participants. Drawing from actor-network theory, this paper calls attention to the material arrangements constitutive for the practicing of power in target-driven, consensus-seeking planning. It sets focus on the obligatory passage points and factual closures through which a planning task links, for example, to ecosystems, policy principles and trajectories of governance. In the meantime, some other entities and issues may lose their planning-steering potentiality. As shown by the analysis of a river-basin planning process, the arrangements that end up steering consensus-seeking cannot be treated as merely discursive outputs operating upon a passive non-human reality. Materialities and living processes contribute to the outcome. However, the link is not deterministic. With different means of arrangement, the planning reality can – and, in the studied case, could have – end up different.     

Spatial extensions of childhood: from toy worlds to online communities

Digital technologies offer children opportunities to expand their everyday worlds and manipulate their spatial surroundings in real time. This article draws from ethnographic research in Helsinki focusing on children's sociality and technology encounters. Particular attention is given to techno-toys and online networking communities. Connections between companies developing digital technologies and children's everyday spaces give rise to new generational involvements. Adult-designed technologies support and exploit children's mutual relations, create opportunities for these relations, and are aimed at directing their course. Consequently, the fascination with commercial spaces is not surprising: they appeal to children by supporting their aims. The article suggests that in order to understand emerging techno-worlds that arrange, extend, and transform children's everyday doings, childhood scholars need to learn to ask questions that go beyond either/or stands. Only through a detailed understanding of the ways in which corporate offerings participate in, and promote, the production of everyday spaces for children can adults efficiently guide the very complex ways in which such spaces influence children.     

The Natural Environment of the Shipwreck Vrouw Maria (1771) in the Northern Baltic Sea: an assessment of her state of preservation

Vrouw Maria, a merchant vessel sailing from Amsterdam to St Petersburg in 1771, ran aground in the northern Baltic Sea. Her cargo included Dutch works of art bought by Catherine the Great. The wreck was located in 1999, 41 m deep. This study aims to understand environmental factors and physical stresses affecting the wreck, using three different approaches—studying the wreck as an artificial reef; describing the conditions inside the wreck; and measuring the physical stresses caused by currents. The methods applied were biological, archaeological, hydrological, geological and physical. The data will be a basis for further monitoring. © 2010 The Authors     

Challenging moral corruption in the postcolony: Ayi Kwei Armah’s The Beautyful Ones Are Not Yet Born and Hannah Arendt’s notion of individual responsibility

This article focuses on Ayi Kwei Armah’s The Beautyful Ones Are Not Yet Born (1968), which portrays a nameless protagonist who clings to his own ethics as he resists corruption in Kwame Nkrumah’s Ghana in the 1960s, an instance of what Achille Mbembe has called the postcolony. This situation bears comparison with Hannah Arendt’s political philosophy, which emphasises individual responsibility in political situations in which common democratic norms no longer apply. Based on Arendt’s insights, I claim that the ethical choices of Armah’s nameless individual suggest a way towards a better communal future. This article further suggests that Arendt’s political philosophy – read in critical dialogue with theorisations of the African postcolony – can offer valuable analytical approaches to discussions of moral decay in postcolonial Africa.
