The characterization of the products of international cooperation as public goods has been severely challenged, undermining a central pillar of theories of international cooperation. I review the criticism of public goods assumptions, identifying the need to account for both exclusion and rival consumption in international cooperative arrangements. Drawing on the recent debate of states as relative versus absolute gains maximizers, I offer a characterization of international cooperative arrangements as discriminatory clubs. I develop a refined relative gains model, which focuses on relative net gains, and apply it to a hypothetical situation to illustrate its usefulness in predicting patterns of exclusion and distribution in international trade.  相似文献

This paper is about the body, specifically a child's body, as a site where identity becomes contested. It is also about a surface or space where we lay claim—a site of vested interest. In April 2004, the Australian Family Court ruled that a 13-year-old child (Alex) had gender identity dysphoria and decided to allow reversible hormonal treatment. The Court ruling produced considerable legal, medical and public reflection over whether these decisions were in Alex's best interests, whether Alex was able to make such a decision at his age, and to assess Alex's competency. These debates also aimed to fix sex and gender through the deployment of a nature and nurture framework. The purpose of this paper, using the example of Alex, is to illustrate the various ways that these claims over a child's body, undermine the possibility for rethinking sex and gender.  相似文献

The influence of state architecture on gender policy and politics is an emergent strand of feminist research. This paper contributes to this research by undertaking a detailed case study of one specific gender policy area – domestic violence policy – in old federation Australia. Drawing on the experiences of the past decade, it confirms earlier research findings that demonstrate that under certain conditions, federal structures can influence the development of gender policy in positive ways, such as providing opportunities for ‘venue shopping’ and policy innovation. The paper engages, too, with recent research on Australian federalism and challenges the consensus about the centralised nature of the Australian federal system by demonstrating that in the area of gender policy, states and territories are more than just the implementation arms of the Commonwealth government. Sub-national governments continue to play an important and autonomous role in policy relating to women and therefore remain central sites for advancing gender equality.  相似文献

SUMMARY: This paper examines parish church sites in County Limerick and their evolving meanings as a result of Ireland’s unsuccessful Protestant Reformation. Unusually for Europe, most Irish parish churches fell into ruin from 1550 to 1700. Conquest, loss of patronage and the Anglican Church of Ireland’s failure to convert most native Catholics ensured this eventuality. Nevertheless, local memories continued to draw people to these sites. There is evidence for Catholic burial in the 18th and 19th centuries, conversion of chancels into burial plots and, sometimes, church maintenance or construction by Anglicans. These activities all reveal contemporary concerns with history, identity and legitimacy.  相似文献
