The eleventh and twelfth centuries have traditionally been interpreted as the era when the Byzantine navy declined, and then was allowed to disappear. Historians often mark the death knell of the Byzantine navy with Emperor John II Komnenos ending the collection of taxes for localized defence fleets. Niketas Choniates describes the act as a money-hungry measure devised by the finance minister John of Poutza, whereby fleet taxes would be collected and spent centrally, leading to the end of localized fleets as funds were diverted to other sectors. This reform has traditionally been interpreted as one that led to losing a war with Venice in the 1120s, provincial insecurity, the eventual outsourcing of the Byzantine navy to the Italians, and finally the sack of Constantinople itself by the forces of the Fourth Crusade when the Italians turned against them.Such an interpretation does not however sit easily with the reign of John II Komnenos, during which on numerous occasions the navy is referenced as playing a crucial part in the emperor’s campaigns, a feature that began in Alexios’ reign and continued into Manuel’s. Though Pryor and Jeffreys have previously expressed doubt that such a centralising naval reform could really spell the end of the Byzantine fleet, and possibly the empire itself, this paper will build upon that doubt with evidence that necessitates a re-evaluation of the traditional interpretation. First, the narrative of John’s war with Venice in the 1120s will be examined, followed by how the subsequent naval reform was shaped by these events, which themselves only confirmed the experiences of the Byzantine Navy in previous decades, and so highlighted the need for reform. This analysis will demonstrate that a centralising reform was a coherent measure undertaken to increase the efficiency of the fleet, and to recognize officially trends in organization that had already emerged under Alexios. Subsequent fleet operations in John and Manuel’s reigns reveal that the role of the navy did indeed change in the early twelfth century, but the narrative of decline is false. Throughout this section it will also be shown that analysis of the Byzantine navy has been overly shaped by use of hostile sources. The second part of this paper will then move on to highlight three major uses of the fleet that have been undervalued by scholars focused on traditional sea battles: its use on rivers as well as the sea, its use for transport and logistics, and its ‘soft power’ diplomatic capacity. The combination of these factors reveal a Byzantine navy that was a crucial part of the Komnenian restoration of Byzantine fortunes in the twelfth century, and that its decline after the death of Manuel must be seen as a product of other factors, rather than a cause of the late twelfth-century imperial decline in itself.  相似文献

ABSTRACT Why do some countries have no first‐order administrative subdivisions (e.g., states or provinces), whereas other countries have over 80? Recently, economists have started to look at the optimal size of countries and forces influencing the creation of local political jurisdictions like school districts. This paper provides the first analysis of the “missing middle” level of political jurisdictions common to all countries. We empirically examine how country size, natural transportation infrastructure, location, population fractionalization, and level of development affect the number of first‐order subdivisions. The number of first‐order subdivisions is shown to be associated in a nonlinear way with measures of fractionalization—exhibiting a U‐shaped Kuznets curve for ethnic heterogeneity and an inverted Kuznets curve for lingual and religious heterogeneity. This is a different and more complex relationship than that found for local political jurisdictions where greater heterogeneity is associated with more districts suggesting that first‐order political subdivisions may serve a different role.  相似文献

The number of aspiring entrepreneurs in high-tech industries who successfully complete the transition from a nascent start-up project towards an operational new venture is comparatively low in Germany. Since the mid-1990s, policy-makers have initiated numerous start-up competitions (SUCs or business plan competitions) to facilitate this important step in the venture creation process. SUCs have two key objectives. They are aimed at increasing start-up activity by motivating potential entrepreneurs, while they should also help to increase the likelihood of subsequent entrepreneurial success through providing necessary entrepreneurial skills to prospective entrepreneurs. With our explorative study, we provide the first comprehensive empirical evidence from a cross-sectional survey of existing SUCs in Germany. Overall, 71 SUCs are identified which are analysed regarding their development, regional distribution, and main structural characteristics. Finally, we outline an agenda of future research questions concerning the effectiveness and efficiency of SUCs as an instrument of entrepreneurship policy.  相似文献

Thomas Hobbes’s laws of nature dictate the making and keeping of the social contract. In addition, Hobbes’s natural law theory considers traditional moral virtues, such as mercy and gratitude, as being conducive to peace. Some Hobbes scholars have argued that these other natural laws call for ‘forgiveness’ and facilitate ‘reconciliation’. However, as this essay shows, Hobbes does not use these terms to mean the reparation of broken relationships between victims and perpetrators. Rather, Hobbesian reconciliation refers to efforts to propitiate enemies in order to win their favour, while forgiveness is a synonym for pardon, in the sense of punishment-forbearance. It is argued that neither of these requires true remorse and reparation of the wrong done. By contrasting Hobbes’s conception of anger with that of Aristotle, the article provides an explanation for why Hobbes maintains that the rage of enemies could be appeased by instrumental calculations of expected benefits, thus ignoring more deep-seated resentments caused by moral wrongs.  相似文献

ABSTRACT This paper provides comparisons of a variety of time‐series methods for short‐run forecasts of the main greenhouse gas, carbon dioxide, for the United States, using a recently released state‐level data set from 1960–2001. We test the out‐of‐sample performance of univariate and multivariate forecasting models by aggregating state‐level forecasts versus forecasting the aggregate directly. We find evidence that forecasting the disaggregate series and accounting for spatial effects drastically improves forecasting performance under root mean squared forecast error loss. Based on the in‐sample observations we attempt to explain the emergence of voluntary efforts by states to reduce greenhouse gas emissions. We find evidence that states with decreasing per capita emissions and a “greener” median voter are more likely to push toward voluntary cutbacks in emissions.  相似文献

ABSTRACT

Recent years have witnessed much experimentation with smart specialization strategies (RIS3) and entrepreneurial discovery processes (EDPs) in European regions. The EDP can be seen as an opportunity to address institutional questions. Because institutional patterns can explain why some policies are eventually successful while others are not, looking at the institutional context of regional economies can increase the effectiveness of regional policy. This article argues that the EDP functions as a framework to discover institutional patterns specific to a regional economy, and to define policies either consistent with existing institutions or aiming at institutional change. The article proposes a conceptual framework to understand and analyze the two institution-related roles of the EDP, first as an institutional discovery process and second as an institutional change process. The article builds on empirical case studies in two regions (Lower Austria, Austria and South Tyrol, Italy) and two small countries (Slovenia and Croatia). The case studies focus on how these regions or countries organized the EDP that eventually led to the formulation of their RIS3, and on the institutional dynamics of the EDP in discovering and changing institutions. The article concludes with policy implications that contribute to the debate on post-2020 EU Cohesion Policy.  相似文献
