A first fossil record for Scolytus scolytus (F.) (elm bark beetle): its occurrence in elm decline deposits from London and the implications for neolithic elm disease

A problem which has arisen in discussions of an elm-disease explanation for the Neolithic elm decline has been the lack of fossil records of Scolytus scolytus (F.) (elm bark beetle), which is the main carrier of the fungus which causes the present epidemic of Dutch Elm Disease. Now, the discovery of wing cases of two individuals from elm decline deposits at Hampstead Heath, London, proves that the beetle was present in Britain during this episode. The deposits in which it occurs are described, and the various implications for elm disease causing, aiding or at least occurring during this stage of the early Neolithic are discussed.     

Mixed messages & bounded rationality: The perverse consequences of real ID for immigration policy

Policies concerning undocumented immigrants are inevitably ambivalent, creating uncertainty and confusion in the implementation process. We identify a clear example of this ambivalence —U.S. law setting standards for determining the credibility of asylum seekers—that resulted in an increase in asylum grants despite policymakers' intention to make it harder for individuals to obtain the status. We argue that this law, The REAL ID Act of 2005, sent mixed messages to immigration judges (IJs), street-level bureaucrats who implement immigration policy. It increased IJ discretion, but set vague limits. We theorize that IJs, behaving in a bounded rationality framework, use their professional legal training as a short-cut and look primarily to the courts for guidance. Our evidence supports our argument. After the passage of the REAL ID Act, IJ decision-making is more closely aligned with the preferences of their political and legal principals, and, in the final score, the federal circuit courts are the winners.     

The Sherwood Foresters of 1916: memories and memorials

ABSTRACT

This paper examines the memorialisation of the Sherwood Foresters who fought during the Easter Rising of 1916 in Dublin. These men, from Nottinghamshire and Derbyshire in the English midlands, suffered the greatest casualties of the British regiments involved in the insurrection, and participated in the firing squads that executed the rebel leaders. Yet the public and artistic memorialising of these English soldiers is not widely known, and this interdisciplinary paper seeks to tell the unfamiliar story of what happened to the Sherwood Foresters after the fighting of Easter Week ceased. We use archival material in order to explore how, at the time of the Rising, these men believed that they would be remembered. We examine the way that the Sherwood Foresters of Easter Week subsequently appeared in literature and drama. And we analyse the way that those soldiers have been commemorated in funerary memorials.     

The secret life of Ian Fleming: spies,lies and social ties

This article explores the fascinating interactions and experiences of James Bond creator, Ian Fleming, with the real world of intelligence. It has long been known that Fleming worked in Naval Intelligence during the Second World War. However, accounts of his time there tend to portray him as a lowly and slightly eccentric administrator. Drawing on newly discovered archival materials, plus memoirs and histories, it is argued here that Fleming was a respected and influential figure in the great game of espionage for some three decades. During the war, he was a central cog in the machinery of naval intelligence, planning operations, working with partners in American intelligence and liaising with secret Whitehall departments, including the Government Code and Cypher School at Bletchley Park. Before and after the war, he was involved in a range of intelligence networks, often using journalistic cover to hide his clandestine connections. Throughout his life, his social circle was a ‘who’s who’ of spies and saboteurs, including CIA Director Allen Dulles. In short, he straddled the state-private divide. Taken together, these dealings with real intelligence paved the way for and gave veracity to his fiction, which continues to shape public perceptions of intelligence to this day.     

THE IMPACT OF POLICIES TO CONTROL MOTOR VEHICLE EMISSIONS IN MUMBAI,INDIA*

ABSTRACT This paper examines the impacts of measures to reduce emissions from buses, cars, and two‐wheelers in Mumbai, India. We have considered three possible policies: conversion of diesel buses to CNG, an increase in the price of gasoline and a tax on vehicle ownership. Our results suggest that the most effective policy to reduce emissions from passenger vehicles—in terms of the total number of tons of PM10 reduced—is to convert diesel buses to CNG. The conversion of 3,391 diesel buses to CNG would result in an emissions reduction of 663 tons of PM10 per year, 14 percent of total emissions from transport.
