The most recent addition to the U.S. Constitution is also one of the first proposed amendments. The 27th Amendment restricts change to congressional salaries until after the next election. First drafted by James Madison and approved by Congress in 1789, the proposal was among a package of 12 items sent to the states. Ten of those proposed amendments were ratified and became known as the Bill of Rights. The others languished with only occasional attention by constitutional scholars. In the early 1980s, an undergraduate student at the University of Texas wrote a term paper arguing for adoption of the limits on congressional pay raises. After receiving a C grade from his teaching assistant and instructor, the student rejected the opinions of his teachers and independently pursued the adoption of Madison's proposal. Gregory Watson single-handedly mounted a letter-writing and lobbying campaign that caused state legislators to redirect their attention to the proposed amendment. In 1992, following a most unusual ratification process—including certification by the Archivist of the United States—the measure became the 27th Amendment. In this article, we trace the history of the amendment, demonstrate that its impact has been more symbolic than substantive, and argue that Congress needs to reassert its authority over the amendment process in line with the letter and spirit of Article V. The 27th Amendment has a peculiar constitutional history, and there are lessons we should learn from that experience. 相似文献

The long‐held redistributive function of agricultural cooperatives — one of moral economy and poverty alleviation — has changed dramatically as they emerge as core brokers for agro‐industrial development in the so‐called ‘green economy’. This article examines the changing role of cooperatives involved in brokering oil palm production and its impact upon the food security and livelihoods of smallholders who labour in plantation regimes situated in historically uneven agrarian political economies. Findings show how, increasingly, cooperatives reinforce uneven agrarian social relations of production and exchange in which indigenous smallholders experience loss of land, poor wage labour conditions tinged with insecurity and prejudice, and mounting debt in an expanding oil palm complex. The article suggests that these changes in agrarian social relations negatively influence indigenous farmers’ food security pathways, with their access to and use of appropriate foods diminishing. It asserts that understanding the impacts of cooperatives on food security pathways requires a relational and situated analysis of livelihood change and agrarian relations in extractive frontiers. 相似文献

Enclosed, controlled environments, stretching from sites of luxury consumption to urban food production, are proliferating in cities around the world, utilising increasingly advanced techniques for (re)creating and optimising microclimatic conditions for different purposes. However, the role of automated control systems—to filter, reprocess and reassemble atmospheric and metabolic flows with growing precision—remains under-researched. In this article, we explore the phenomenon of automated environmental control at three sites in the UK city of Sheffield: a botanical glasshouse, a luxury hotel and a university plant growth research lab. In doing so, we first show how controlled environments are constituted through specific relations between the inside and outside, which are embedded in inherently political urban contexts and processes. Second, we identify the technical and ecological tensions and limits of indoor environmental control at each site which limit the scope of automation, and the considerable amount of hidden labour and energy required to maintain and restabilise desired conditions. Drawing on these more established examples of ecological interiorisation in a key moment of transition, we raise urgent questions for critical urban and environmental geographers about the possible futures of controlled environments, their practical or selective scalability, and who and what will be left “outside”, when they are emerging as a strategic form of urban adaptation and immunisation in the face of converging ecological pressures. 相似文献
