Social Policy and Gender Divisions of Domestic and Care Work in France

A number of cross-national comparisons of gender divisions of paid and unpaid labour have highlighted the mismatch which exists in France between on the one hand a narrow gender employment gap due to the full-time and continuous nature of women's employment, supported by extensive state-provided or subsidised childcare, and on the other hand, the persistence of an unexpectedly traditional gender division of domestic and care work. This results in high levels of work–life conflict for French women, and particularly for mothers. In much social policy analysis, the question of how policy might influence the extent to which domestic and care work is shared within the couple has been largely overlooked in favour of discussions of how the state facilitates and encourages the employment of mothers of dependent children. This article therefore focuses on why and how state policy in France, whilst being successful in bringing women and particularly mothers into the labour market, has not brought about a fairer gender division of unpaid domestic and care work in the home.     

The economic development of West Africa

Almost all documented landslides in Scotland belong to one of four categories: non‐rotational rock slope failures (major rockfalls, translational slides, topples or sags, often in some combination); rotational rock slope failures; debris flows; and translational slides in drift or regolith. Non‐rotational rock slope failures are particularly common on Highland metamorphic rocks, especially schists, and on igneous scarps in the Hebrides and Midland Valley; rotational rock slope failures almost invariably occur in weak sedimentary rocks overlain by resistant igneous rocks; and debris flows are most common on sandy drift or regolith. Former glacial activity has also been of importance in determining landslide distribution. The great majority of rock slope failures are ancient features, but debris flows and small translational slides in drift (both triggered mainly by intensive rainstorms) are much more frequent at present and cause much greater damage, particularly to communications.     

Cultural policy in the United Kingdom: Collapsing rationales and the end of a tradition 1

The aim of this article is to critically assess the content and rationale of the French 2003 law on private patronage and foundations. More specifically, it investigates the extent to which this law can truly encourage companies to become more involved in arts support. Before reviewing and explaining the major aspects of the reform and the advantages it is meant to bring to corporate donors, a short historical account is offered to demonstrate that even though the involvement of the private sector in the support of the arts has been on the agenda of various Ministers of Culture over the last forty years, the development of adequate and effective measures to encourage such an involvement has been difficult and erratic and, above all, has been met with little success. The third part of the article questions the relevance of a law largely based on tax reductions to support the arts in France and wonders whose interests it will really serve.     

Lincoln,Race, and the Spirit of ’76

Abstract

This essay examines how Lincoln dealt with race, slavery, and emancipation in antebellum America. It argues that despite a few controversial statements and policies regarding black Americans, Lincoln sought to preserve the American union and its system of self-government by reclaiming the ideals of the Declaration of Independence. Unlike U.S. Senator Stephen A. Douglas, who exploited white bigotry in his promotion of local “popular sovereignty” as a solution to the slavery controversy, Lincoln highlighted the natural rights of blacks as a way to prevent the spread of slavery and thereby save what he would later call “the last best hope of earth.”
