Rural, remote, northern, and Indigenous communities on Turtle Island are routinely—as Cree Elder Willie Ermine says—pathologized. Social science and health scholarship, including scholarship by geographers, often constructs Indigenous human and physical geographies as unhealthy, diseased, vulnerable, and undergoing extraction. These constructions are not inaccurate: peoples and places beyond urban metropoles on Turtle Island live with higher burdens of poor health; Indigenous peoples face systemic violence and racism in colonial landscapes; rural, remote, northern, and Indigenous geographies are sites of industrial incursions; and many rural and remote geographies remain challenging for diverse Indigenous peoples. What, however, are the consequences of imagining and constructing people and places as “sick”? Constructions of “sick” geographies fulfill and extend settler (often European white) colonial narratives about othered geographies. Rural, remote, northern, and Indigenous geographies are discursively “mined” for narratives of sickness. This mining upholds a sense of health and wellness in southern, urban, Euro‐white‐settler imaginations. Drawing from multi‐year, relationship‐based, cross‐disciplinary qualitative community‐informed experiences, and anchored in feminist, anti‐colonial, and anti‐racist methodologies that guided creative and humanities‐informed stories, this paper concludes with different stories. It unsettles settler‐colonial powers reliant on constructing narratives about sickness in others and consequently reframes conversations about Indigenous well‐being and the environment.  相似文献

This article examines how police–public relations have evolved during the nineteenth-century expansion of formal policing. Following recent critiques of the ‘state monopolization thesis’, it dismisses the idea of a ‘policeman-state’ progressively assuming dominion over the governance of crime, generating vicious antagonism between police and public, and effectively coercing the latter into obedience. In order to chart changes in police–public relations across the ‘long’ nineteenth century, the analysis draws on Antwerp police statistics from 1842 until 1913. It assumes that movements in different types of offences reflect the initiative of different actors and also constitute a valuable index of conflicts between police and public. The article argues that although police activity in Antwerp did significantly increase towards the end of the nineteenth century, priorities in crime control were not merely dictated from ‘above’ (the police and authorities) but also delivered from ‘below’ (the people). It shows how police interventions were shaped by shifting policy concerns, by the interests of different urban interest groups, and by the practical constraints of police work. Finally, it counters the idea of a repressive police disciplining a hostile public with evidence of growing public use of the police and of complex popular attitudes towards the ‘blue locusts’.  相似文献

‘Household’ is not the neutral, universal category that census-takers have lulled us into believing, but a culturally-loaded, historically specific, Western term, like ‘family’. This article demonstrates its inappropriateness in capturing the nature of domestic organization in Swaziland through a critical examination of attempts to reduce the indigenous domestic unit umuti (rural homestead) to various constellations of household. The patrilineal homestead on traditionally tenured land persists as the dominant domestic group despite urbanization and the deep penetration of the economy by market principles. The relationship between this homestead and the more ephemeral urban households, into which many of its members are continually dispersed, underlies the linkage between urban and rural areas. Without grounding our understanding of contemporary Swazi society in the rural homestead we fail to understand female-headed domestic groups, domestic cycles, and the location and dynamics of poverty and wealth.  相似文献

Resilience is held as a promising concept to produce a paradigm shift from traditional flood control to an integration of flood risk management and spatial planning. Central ideas to the resilience narrative are that ‘nothing is certain except uncertainty itself’ and ‘adaptability’ is key to ‘governing the unknown’. However, this terminology is far from clear, yet increasingly used, which raises the question how it is made sense of in practice. To answer this question, we examine two long-term flood risk management strategies in the London and Rotterdam region with a policy framing perspective (i.e. the English Thames Estuary 2100 Plan and the Dutch Delta Programme). In both strategies, uncertainties are a key concern, leading to adaptive strategic plans. Reconstructing the framing processes shows that the English adopted a ‘scientific pragmatism’ frame and the Dutch a ‘joint fact-finding’ frame. While this led to different governance approaches, there are also striking parallels. Both cases use established methods such as scenario planning and monitoring to ‘manage’ uncertainties. Similarly to previous turns in flood risk management, the resilience narrative seems to be accommodated in a technical-rational way, resulting in policy strategies that are maintaining the status quo rather than bringing about a paradigm shift.  相似文献

A flurry of scholarly interest in Burmese legal history occurred between 1882 and 1885. Before 1882 it had been assumed that Burma had its own distinctive, Buddhist, legal tradition. A new theory was announced: that Burmese Law was a late offshoot of the Sanskrit legal literature typified by Manusmrti. I shall argue that the new theory was not supported by persuasive evidence. The new theory, I suggest, partook less of scholarship and more of propaganda in support of the annexation of Upper Burma.  相似文献

Contributions from political, health and economic geography, social policy and environmental policy studies are brought together here in order to examine the implications of a ‘libertarian paternalist’ political ‘project’ which seeks to react in pragmatic and ideological terms to the excesses and limitations of neoliberalism in liberal democratic contexts. The authors explore the contemporary relevance and historical antecedents of so-called ‘nudge’ tactics of governing, and draw attention to the political geographies encountered in this popular political programme in specific cases.  相似文献

The Canadian Century Research Infrastructure (CCRI) began with the development of designs for large representative samples of the decennial census from 1911 to 1951 and continued with the development of sophisticated SPIDER software for data entry and processing. This work builds on previous research projects in several ways, including the use of digital images within an integrated suite of Java-based software programs. By describing the theoretical and practical questions addressed in the CCRI initiative, the authors seek to contribute to international efforts to enhance construction of historical databases for systematic research on economic, social. and political change.  相似文献

Geographic engagement with Indigenous peoples remains inextricably linked to colonialism. Consequently, studying Indigenous geographies is fraught with ethical and political dilemmas. Participatory and community‐based research methods have recently been offered as one solution to address concerns about the politics of gathering, framing, producing, disseminating, and controlling knowledge about Indigenous peoples. In this article, we critically engage with the emergence of participatory and community‐based research methods as “best practice” for undertaking research into Indigenous geographies. We articulate four concerns with this form of research: a) dissent may be stifled by non‐Indigenous researchers’ investments in being “good”; b) claims to overcome difference and distance may actually retrench colonial research relations; c) the framing of particular methods as “best practices” risks closing down necessary and ongoing critique; and d) institutional pressures work against the development and maintenance of meaningful, accountable, and non‐extractive relations with Indigenous communities. We then contemplate the spatiality of the critique itself. We consider the ways in which our longstanding friendship, as researchers invested at multiple scales with Indigenous geographies and identities, provides its own distinct space of practice within which to confront the political and ethical challenges posed by research with/about/upon Indigenous geographies and peoples. While not arriving at any concrete template for undertaking research about Indigenous geographies, we suggest that certain friendships, established and situated outside research relationships, may be productive spaces within and through which research methods may be decolonized.  相似文献
