ABSTRACT. Sammy Smooha's “ethnic democracy” model challenged the notion of the uniqueness of Israel by setting it as the archetype of a special type of democracy: “ethnic democracy”. But contrary to what Smooha suggests, Israel's national identity is indeed unique. In each of Smooha's East European examples, besides the concept of a core ethnic nation, exists the notion of a civic territorial nation, which makes possible the integration or ‘assimilation’ into the dominant culture of those who are not members of the core ethnic nation. Yet, Israel's national identity does not recognise the existence of a civic territorial nation and makes no provisions for the integration or assimilation of non‐Jews, especially Arabs, into the dominant Hebrew culture. Setting Israel as an archetype for his model prevents Smooha from exploring the possibility that, unlike Israel, East European “ethnic democracy” could be a transitional phase towards a liberal democracy.  相似文献

This article argues that the option of a military raid is becoming more relevant in the contemporary strategic environment. Two developments lead to this conclusion: the increase in the number of so‐called failed states and subsequently ungoverned areas; and the western inadequate response in the attempts to create zones of stability with clear strategic addresses. The efforts for statebuilding in Iraq and Afghanistan have failed, and the US and its allies have realized that foreign interventions, even after the commitment of much treasure and blood, are ineffective. This means that the West must adapt its strategic thinking to the new developments and devise ways to deal effectively with the situation. This article explores the concept of strategic raid and elaborates on its theoretical underpinnings. The raids discussed here are military operations conducted in order to weaken and/or deter a non‐state actor, at least temporarily. In the absence of diplomatic and economic leverage, the aim is limiting the actor's ability to harm others. The use of force is designed to degrade the military capabilities of the non‐state adversary and to influence its resolve. Subsequently, it discusses a few historical examples of raiding strategy and then analyses two contemporary cases, Israel and the United States, in order to demonstrate the utility of raids today. Finally, the relevance of raiding strategy for other states in the contemporary strategic environment is discussed.  相似文献

Element ratios and water stable isotopes reveal the presence of only two independent deep brines in the Kinnarot Basin, Israel: the evaporite dissolution brine of Zemah‐1 and the inferred Ha’on mother brine (HMB) with low and high Br/Cl ratios, respectively. HMB is considered to be a representative of the Late Pliocene evaporated Sedom Sea. The freshwater‐diluted evaporation brine emerges as Ha’on brine on the eastern shore of Lake Tiberias and is also identified in the pore water of lake sediments. HMB is converted into Tiberias mother brine (TMB) by dolomitization of limestones and alteration of abundant volcanic rocks occurring along the western side of the lake. The Ha’on and Tiberias brines, both characterized by high δD and δ18O values, are similar in Na/Cl and Br/Cl ratios but are dissimilar in Br/K ratios because these brines were subjected to different degrees of interactions with rocks and sediments. Excepting the brine from KIN 8, all brines from the Tabigha area including the nearby off‐shore Barbutim brine are related to the TMB. The brine KIN 8 and all brines from the Fuliya and Hammat Gader areas are related to the HMB. The brine encountered in wildcat borehole Zemah‐1 is generated by halite‐anhydrite/gypsum dissolution and is independent from the HMB system.  相似文献

The Mediterranean ecosystem of Mt. Carmel, Israel, is subjected to an increasing number of forest fires of various extents and severities. The impacts of forest fires on runoff and erosion are widely documented and include increased peak flows and soil loss until the return of a vegetation cover. Most studies, however, treat fire as a single event, whereas the present study is aimed at exploring the long‐term effects of repeated forest fires on eco‐geomorphic processes. The study integrates the results of plot‐based, detailed analysis of post‐fire runoff and erosion with vegetation recovery analysis, at a temporal‐spatial scale which includes the effect of reburning. Our results indicate that forest fires lead to a significant increase in runoff and sediment yields, particularly during the first two years following the disturbance, up to five orders of magnitude higher than from the adjacent unburnt control plots.  相似文献

The reconstruction of past human use of fire is often based on the presence of fire in archaeological sites as evidenced by alterations of lithic material. Here, a simple test based on thermoluminescence (TL) methods is used as a verification tool for the macroscopic identification of burning damage on flint microartefacts from the Early and early Middle Pleistocene site of Gesher Benot Ya‘aqov (Israel). The small dimensions of the microartefacts often prevented the removal of the outer surface, for which the TL signal might have been altered (bleached) by exposure to light during excavation. Bleaching of the TL signal by sunlight was found for fresh raw material, but appeared to be less problematic for the archaeological material, presumably due to patination. However, TL results for some samples are ambiguous and it is sometimes difficult to distinguish heating from post‐depositional bleaching, especially for samples that are macroscopically considered as not having been heated. A qualitative interpretation of the TL data is compared with the macroscopic assessment. The general agreement of the TL analyses with the macroscopic observations provides an independent verification of the observed burning and thus supports the assumption that fire was used and controlled throughout the long occupational sequence of Gesher Benot Ya‘aqov.  相似文献
