The Fourth Assessment Report of the Intergovernmental Panel on Climate Change (IPCC) raised public awareness of the need to consider climate change in coastal management and gained international recognition when it received a joint award of a Nobel Peace Prize in 2007. The raised awareness of climate change surrounding the work of the IPCC was in large part responsible for the focus of the recent Australian national inquiry into coastal management in the context of potential climate change impacts on the coast, conducted by the House of Representatives Standing Committee on Climate Change, Water, Environment and the Arts. In the same year the then Minister of Climate Change, Senator Penny Wong, and the Department of Climate Change released a major government report Climate Change Risks to Australia's Coast and set up a national Coasts and Climate Change Council to provide advice to the government. This paper provides a review and analysis of the extent to which climate change issues, within the context of the broader global change debate, have influenced Australian coastal management through its legislation, policies and practice. In particular, the paper focuses on the impact of recent national reports and state government legislative and policy changes and draws conclusions on future directions for Australian coastal management.  相似文献

A well-known medical journal, The Lancet, recently published an important systematic review and meta-analysis of mental disorder estimates in conflict settings, advocating for the scaling up of mental health interventions in such contexts. However, there is an assumption that the introduction of such treatments has no significant impact, except from a therapeutic one, in the settings they have been imported to. The authors' research in post-conflict northern Uganda analyzed the social impact of mental health interventions addressing post-traumatic stress disorder (PTSD) and showed that promoting trauma has had considerable socio-economic ramifications on the wider society. The introduction of trauma narratives has created a market where some are able to thrive, but many deeply troubled individuals remain invisible. The authors found no social benefits from promoting trauma, and few positive effects for individuals. Arguments for urgently upscaling mental health interventions of the kinds highlighted by the review in The Lancet, and which the authors have observed on the ground, should be treated with caution.  相似文献

This paper explores the ways in which cultural difference is negotiated in local communities through the practices and actions of local individuals, groups and the policies of local government. Cultural difference is commonly managed through policies such as multiculturalism, and critiques of such policies tend to be either in terms of celebratory discourses of inclusiveness, or in negative terms which argue that such policies reiterate models of exclusivity and paternalism. The authors draw on current research in planning and cultural geography in order to explore the ways in which actual difference is negotiated at the local level through the institutional and civic spaces of local government. Two case studies for this discussion, the City of Greater Dandenong and Moreland City Council, demonstrate the importance of the physical body and its interactions with, and activities in, place to processes of local change and policy making.  相似文献

Irrigation was a hot issue in turn‐of‐the‐twentieth century Australia. Most often, it was embraced by booster‐visionaries who wanted it to provide Australia with a place at the table of nations. Not all irrigation enthusiasts placed the same emphasis on wealth and national power, however — indeed, there were some who believed it would help achieve a just distribution of social opportunity. In this article, I look at two Australian “social Christians”, the Melbourne minister, Charles Strong, and the South Australian journalist, Harry Taylor, who saw irrigation as an agent of God's Kingdom on Earth. This belief was part of a more general conviction, shared both by these men and other social Christians, that it was possible to merge millennial religiosity with evolution, progressive politics and rational principles.  相似文献
