The 1990s was a period of strategic innovation in US foreign policy. Operation Allied Force in particular represented an important step in the contorted evolution of America's attitude towards the use of force in the post-Cold War period. That operation demonstrated the growing influence of humanitarian concerns and the extent to which America was willing to reconsider Cold War criteria on the prudence and utility of force in support of its foreign policy. In its decision to intervene in Kosovo, the Clinton administration also divided opinion among the military. This, in effect, reduced the premium placed on the counsels of the armed forces and made it easier for the Bush administration subsequently to ignore their advice. Furthermore, having fought the war multilaterally through NATO, Operation Allied Force made America more wary of doing so again. In other words, the intervention set a number of precedents and left a significant legacy for the way in which US foreign policy was pursued in the decade that followed. This legacy is considered in two parts: the first analyses those issues associated with the use of force debate; the second considers how the Kosovo experience affected US attitudes to coalition warfare. 相似文献

Richard Acland's political career with the Common Wealth Partyhas formed an important reference point in debates on the characterof popular politics during the 1940s, as well as a larger narrativeof the influence of radicalism in British public life. WhilstAcland's subsequent career as a moral educationalist and peacecampaigner has been largely ignored, his postwar fame dependedheavily on his celebrated transfer of substantial landed estatesto the National Trust at a key point in his public life. Wesuggest that this famous gift was the result ofcomplex calculations in which Acland sought to maximize thepolitical capital from this private asset. The authorized familyversion of this transaction was also the product of a personalstruggle within the family. Is it the case that more competitive SMEs have greater capacity to adopt environmental initiatives? The answer is no, according to this study which tried to link small firm environmental performance to factors such as profitability, growth, skills and research and development. This study focuses on three interrelated propositions that are concerned with the impact of environmental initiatives on firm competitiveness; the relevance of management's awareness to environment: the availability of external information and expertise to aid management, and the competitiveness of the firm. The firm's competitive strengths measured variously as above average profitability, firm growth and R&D, skills and modernity of plant and equipment, there was only scattered evidence to suggest any of these was importantly associated with the firm's environmental performance. The study showed that firms with an average economic performance were just as likely to adopt environmental initiatives as their high‐performing competitors. Moreover, regardless of managers voicing personal concerns about the environment, most small firms do relatively little about the environment in practice and are reluctant to seek advice about it. 相似文献

The concept of human security, while much contested in both academic and policy debates, and highly fragmented across different meanings and forms of implementation, offers a potential locus around which global security discourse might converge, particularly in light of current shifts in US security thinking. However, key pioneers of human security, such as the United Nations and Canada, appear to be losing their enthusiasm for the concept, just at the moment when others such as the European Union, are advancing a human security agenda. This article examines the divergence of human security narratives between the UN and the EU. It argues that the UN's use of the concept ran aground owing to a triple problematic of lack of clarity, confusion between previously distinct policy streams on human rights and human development and conceptual overstretch. After assessing the EU experience with the concept to date, the article argues that future use of human security will require greater focus on how it deepens ideas of individual security, rather than treating it as an agenda for broadening security. As well as a need to project clarity on the conceptual definition of human security, there is also a need to associate human security with greater clarity of intent. If successful, this would contribute to establishing second generation human security as a new policy paradigm. 相似文献
