Disenfranchisement policies were formulated with discriminatory intent in several states ( Behrens, Uggen, and Manza 2003 ; Mauer 2001 ; Preuhs 2001 ). Does such discrimination persist? Do disenfranchisement laws disparately impact black voters? I argue that disenfranchisement policies target black citizens and impact black voters disparately compared with white voters. I show that disenfranchisement laws have a disparate impact on the black community that becomes increasingly disproportionate as disenfranchisement laws increase in severity. I find that disenfranchisement policies have a significant independent effect on voting rights in the black community and do not have a similar effect on white voters. I conclude that the ability of the black community to achieve adequate representation is substantially diminished as fewer and fewer blacks qualify for voter registration.  相似文献

Through the lens of Benedict Anderson's Imagined Community concept, this paper examines how the selected community‐building theories are useful in understanding the Islamic State of Iraq and the Levant (ISIL) and its imagined community. Using four factors—language, education, power and history—derived from Anderson's Imagined Community concept, this paper applies theories of Modernism, Primordialism and Insurgency Governance to explain ISIL's imagined community. Specifically, our argument is threefold: (a) Anderson's Imagined Community concept and alternate theories of community building, although insightful, does an imperfect job at describing ISIL's Caliphate; (b) ISIL's group structure appears to transcend traditional and accepted notions of nations, nationalism and nation states; and (c) based on this reasoning, ISIL's Caliphate can be considered an outlier in community‐building literature analysed.  相似文献

The Advocacy Coalition Framework (ACF), a well-known framework used to understand policy changes at the subsystem level, is predicated on the idea that coalitions with distinct beliefs compete to influence policy subsystem decisions. The ACF is noted as being most appropriate for, and is typically applied to, high salience policy areas. However, scholars have noted the need to also apply the ACF to less typical application settings in the interest of theoretical refinement. This paper thus explores the applicability of the ACF to Day Habilitation and Employment services systems for working-age adults with intellectual and developmental disabilities in two U.S. states, Washington and Pennsylvania, both of which have experienced distinct state-level policy changes during the last two decades despite low levels of public attention and conflict. Using a mixed-methods approach, the paper identifies the presence of two advocacy coalitions (Employment First and Choice) in both states. The study concludes that there is sufficient evidence to apply the ACF to these low salience subsystems, noting theoretical and practical implications for scholars and policymakers interested in applying the ACF to similar settings.  相似文献

International scholarships for higher education are a large component of foreign aid in many high-income countries, including Australia. The aims for Australian scholarships awarded to African students are to achieve development in Africa and advance the influence of Australia. However, well-articulated theories of change that define how scholarships are linked to these and other outcomes are not available in the literature. In order to address this gap, the authors explore the perspectives of Australian-funded Master's-level alumni from Kenya, Uganda and Mozambique on the implementation process before, during and after their scholarship award, and the outcomes of the scholarships. The authors found that Australian scholarships to Africans have the potential to spread Australian influence, and that returnee scholars, by virtue of their study in Australia, gain the capacity to become agents for development in their country. The process of choosing scholarship awardees, the local circumstances in each country on return, and support and mentoring networks after return can influence the achievement of these outcomes. Investments in international scholarships should be directed to develop additional skills and facilitate networks in order to further prepare the returnee scholars to influence development in their country and perpetuate Australian influence.  相似文献

This essay reviews the policy‐oriented literature on economic inequality in wealthy countries published from 2008 to 2018. We focus on this decade because it is a period bookended by both the beginnings of the Great Recession of 2008–2009 as well as the recovery. During this timeframe, attention to inequality by social policy scholars grew substantially, which we argue reflects an interest in both inequality trends as well as redistributive social policy. We observe in the literature sustained efforts to understand both the relationship between social policy and economic inequality, as well as determinants of changes to redistributive social policy. We also note substantial variation in research traditions, as well as opportunities to address substantive, methodological, and theoretical gaps. Our review summarizes the approaches and findings from the literature and discusses the implications of the findings for the study of economic inequality within the academic field of public policy.  相似文献
