A NOT SO PERFECT PEACE: A HISTORY OF CONFLICT ON IFALUK

Many accounts of the Caroline Islands have called the people in them non-violent. This paper uses early ethnographies, more recent ethnohistories, and new recollections on the part of the people of Ifaluk to reconstruct the extent of conflict on Caroline Islands and between them. Culture on Ifaluk in precontact times, and even in recent times, was violent in many respects. The evidence presented here contradicts several earlier arguments, among them: that the balance in the tribute relationship with Yap favoured outer islanders; that the balance in the tribute relationship between Ifaluk chiefs and commoners favoured commoners; and that sorcery and aggression were rare or absent on Ifaluk. Legends of wars between Ifaluk and other islands are also retold.     

‘A Rather Undefined Social Position and Public Recognition’: Professionalisation,Status and Masculinity in Provincial Museums,c.1870–1930

This article examines the background, careers and self-presentation of the first generation of British museum curators in local government-funded provincial museums, c.1900, to explore the issue of masculinity among the lower-middle classes. It argues that while such men were sometimes mocked for the lack of masculinity they showed in their domestic lives, a focus on their professional lives reveals a different set of problems facing them as they attempted to be manly men; curatorial roles, like others available to the lower-middle classes, involved a dependence on local elites, and required many of the skills and attributes which were being colonised by new women professionals. The study then examines the tactics used, with some success, by such men to assert a professional masculinity, focusing on their identification with their museum, their development of a professional body and their investment in manly physical activities.     

Tensions between municipal reform and outdated fiscal levers in rural British Columbia

Debates about the future of small municipalities in Canada are set against a backdrop of economic, political, and social restructuring processes that have displaced former state investment policies in favour of neoliberal public policy approaches. Small municipalities struggle with outdated financial and governance structures and a provincial public policy agenda that asks them to become more creative, innovative, and “entrepreneurial” in their approach and responsibilities. Drawing upon key informant interviews with eight case studies in British Columbia, Canada, this research examines the tensions between municipal reforms mandated by the provincial government over the past 30 years and commensurate fiscal levers and capacities in place to address these broadening responsibilities for small municipalities in volatile staples-dependent regions. Our findings demonstrate how successive provincial governments have mobilized New Public Management objectives through a host of legislative and regulatory changes that have increased the responsibilities and requirements on local governments without commensurate fiscal or jurisdictional capacity.
