EMPIRICAL TESTS OF SOME SEMI-SURVEY UPDATE PROCEDURES APPLIED TO RECTANGULAR INPUT-OUTPUT TABLES*

ABSTRACT. This paper examines the RAS, Mc Menamin and Haring, and Lagrange-multiplier update methods in the context of the dual accounting system of the rectangular input-output model. The motivation was to determine if the additional information contained in the dual system is exploitable, while maintaining the integrity of the rectangular structure with all its advantages. Tests were conducted on the performance of the various algorithms for a derivative Leontief model relative to their performance on the rectangular structure. The results obtained for rectangular tables were generally better than those obtained for the more conventional Leontief ones.     

NETWORK EQUILIBRIUM MODELS OF URBAN LOCATION AND TRAVEL CHOICES: A RETROSPECTIVE SURVEY*

ABSTRACT The origins and development of the network equilibrium problem are traced and interrelated. Two principal formulations are considered the network equilibrium problem with variable travel demand, and the combined model of trip distribution and traffic assignment. The relation of these models to subsequent developments concerning mode choice, residential location, estimation of origin-destination tables from link flows and stochastic route choice are then reviewed.     

Mary McLeod Bethune's Feminism: Black Women as Citizens of the World

This article focuses on the particular moment of the 1945 United Nations charter meeting as a catalyst for a shift in Mary McLeod Bethune's feminist thought. The meeting, where Bethune served as the only African American female delegate, signalled a change in Bethune's thinking about equality for black women, so she used the founding of the United Nations as a platform to promote black women's alliances with other women of colour. Her idea was to reframe black women as citizens of the world, thus putting them in a numerical and ideological majority rather than keeping them in a minority position. Bethune has often been viewed as a reformer of race and gender issues in the early twentieth century, but a focus on her activism has hidden the intellectual contributions that she made to a form of black feminism that emerged out of her work with other clubwomen and through the United Nations in the 1920s through the 1950s. Specifically, this article argues that Bethune's intellectual work created a framework for African American women's feminism that emphasised anti-colonialism and their global alliance with other women of colour throughout the world.     

DIRECTIONS FOR DIVERSIFICATION WITH AN APPLICATION TO SASKATCHEWAN*

ABSTRACT. Traditional models of regional diversification do not capture the trade-off between stability and living standards. In this paper, we characterize regions as open activity models subjected to both productivity and price shocks. We then partially rank small diversification policies by the direction in which they point away from the current industrial structure in mean-variance space. Some general patterns emerge. In particular, diversification for regional self-sufficiency and away from regional comparative advantage may be undesirable.     

The political impact of the Sydney Gay and Lesbian Mardi Gras

This paper evaluates the political impact of the Sydney Gay and Lesbian Mardi Gras, now in its fifteenth year. The paper summarises the evolution of Mardi Gras from a protest march into a month long festival, culminating in a street parade. It traces the development of governance and organisational arrangements. The impact of this event in five contexts is then discussed: the political consciousness and organisational mobilisation of the gay and lesbian community; public attitudes; the major political centres; and the state. In particular the evolution of relations with the NSW state government, at political and executive levels, and with the police is reviewed. The paper concludes Mardi Gras has played a pace‐setting role in each context The success of Mardi Gras, at least in terms of attracting public attention, does however create new strategic challenges for its sponsors.     

SOCIAL SCIENCE AND SOCIAL POLICY: ROLES OF THE APPLIED RESEARCHER*

Research on policy impact has increasingly focused on the practical application of social science research. This paper outlines four roles—substantive expert, information processor, change agent, and scholar—which have helped to increase the potential usefulness of our research while maintaining linkages to the academic community. This paper suggests the general nature of these roles and suggests specific implementation strategies, which need to be pursued as an early and continuing aspect of the research enterprise. Balancing these multiple roles presents several analytical and ethical difficulties, but helps to establish credibility in both the scientific and policymaking communities.
