Amidst an arguably exhaustive range of studies regarding ethno–politics in post–communist Estonia, this article sets out a new framework derived from Ian Lustick’s model of ethnic control. We argue that one of the key reasons for ethnic peace and stability in Estonia over the past ten years has been a considerable degree of control instituted by the Estonian political community over its sizeable Russian–speaking minority. We analyse this control using Lustick’s three main indicators of segmentation, dependence and co–optation. In addition, we differentiate within each of these categories between structural, institutional and programmatic levels of control measures. Our aim is to place Estonia into a better comparative perspective by bringing to light its particular configuration of control mechanisms. The article concludes with an assessment of what this configuration might mean for future ethno–political developments.  相似文献

This article examines the transfer of creative industries as a policy idea to Lithuania. Tracing the stages of the transfer and analysing its consequences in the local cultural policy field, this paper argues for the importance of studying cultural policy process. The findings reveal that the process of the international transfer of creative industries mattered, because it generated wider transformations in cultural policy field by having ambiguous effects on local power relations. The policy idea of creative industries opened the cultural policy field to new actors. As a result, competition for scarce state funding increased, but cultural organisations gained access to the European Union structural funds. In all, creative industries as a policy idea significantly transformed Lithuanian state cultural policy, in that it led to a reassessment of both the practices and identities of cultural organisations.  相似文献

Genome editing — a plant-breeding technology that facilitates the manipulation of genetic traits within living organisms — has captured the imagination of scholars and professionals working on agricultural development in Africa. Echoing the arrival of genetically modified (GM) crops decades ago, genome editing is being heralded as a technology with the potential to revolutionize breeding based on enhanced precision, reduced cost and increased speed. This article makes two interventions. First, it identifies the discursive continuity linking genome editing and the earlier technology of genetic modification. Second, it offers a suite of recommendations regarding how lessons learned from GM crops might be integrated into future breeding programmes focused on genome editing. Ultimately, the authors argue that donors, policy makers and scientists should move beyond the genome towards systems-level thinking by prioritizing the co-development of technologies with farmers; using plant material that is unencumbered by intellectual property restrictions and therefore accessible to resource-poor farmers; and acknowledging that seeds are components of complex and dynamic agroecological production systems. If these lessons are not heeded, genome-editing projects are in danger of repeating mistakes of the past.  相似文献

Literature on the Antwerp and Brussels tapissierspanden tends to give a one-dimensional account of the institutions as very similar commercial enterprises that were embraced wholeheartedly by everyone involved in the Antwerp and Brussels tapestry worlds since they all shared the same concerns and a single goal — namely, to develop and secure a central meeting point and marketplace. This essay, however, adopts a different vantage point. It discusses the tapissierspanden from the viewpoint of the conflicting business conduct and strategies developed by Antwerp city council and tapestry entrepreneurs on the one hand, and Brussels tapestry entrepreneurs on the other. This essay argues that those who founded the institutions in Antwerp and Brussels established and used them to further completely different objectives — and that their strategies, which both manifested themselves and crystallised in the panden, present tapestry scholarship with a fundamental methodological problem, the magnitude of which has yet to be appreciated.  相似文献
