This article examines the politics of higher education expansionin Britain between the 1960s and 1990s, bookmarked by the Robbinsand Deanng reports respectively. We argue that throughout thisperiod higher education expansion has been employed, by allpolitical parties, as an instrument of economic growth thoughthis justification has been dressed up to satisfy transientideological preferences. We first present a detailed account,based on archival and primary sources, of the three major reformsto higher education since the 1950s—Robbins, Thatcherism,and Dearing; and second, develop an argument about how the dominantideas about the rationale for higher education constitute aform of path dependency for policy choices once these institutionsare publicly funded and explicitly linked to economic needs.  相似文献

Summary. The historical development of the current interpretation of the Silchester church is reviewed, and shown to reflect the prior notion that it was a church, to the detriment of other possible interpretations of its use. The interpretation as a church presents several problems, mainly to do with the probable date of construction of the building, in the late third or early fourth century, and its abandonment, in about the second third of the fourth century. Romano-Celtic temple architecture seems to have had some influence on the design of the building, but on balance, the best possibility for its use was for an eastern cult.  相似文献

Geological heritage is insufficiently recognised in Australia; it should be considered in its own right, not as an addendum to other heritage values. The lack of a suitable robust and repeatable methodology has seriously constrained the assessment of geological sites suitable for the National Heritage List (NHL). A desktop assessment of Australian desert landscapes required intrinsic natural values of a diverse group of sites, spread over a vast area, to be assessed against NHL criteria. The Earth Sciences Comparative Matrix (ESCoM) was developed for this study. In the ESCoM, sites are grouped in process themes. Each is assessed against NHL criteria then compared with other similar places, according to degree of unusualness, integrity, and authenticity. A site scoring well across multiple themes has increased heritage significance. The overall values of a site are quantified, leading to a qualitative judgement on whether it achieves the threshold of outstanding heritage value. Examples of assessment using this method are given. In this methodology, significance determination is based on rigorous comparisons of specific values. It is semi‐quantitative, repeatable, and robust. It differs from other geoheritage assessment methods in its combination of process‐based groupings (facilitating the separation of site type from heritage criteria), matrix structure (minimising complexities of scale or diversity), and use of numerical rankings as an aid in decision‐making. While the study for which ESCoM was developed was focused on landforms, it can be used for other types of geoheritage (e.g. fossils, tectonic processes), with modification of matrix theme headings.  相似文献

On 11 September 2010, the United States commemorated the ninth anniversary of the 9/11 attacks. In those nine years, British forces have been engaged in military operations of unexpected location, intensity, scale and duration. While the performance of British troops has been repeatedly praised on these operations, there has been growing disquiet among commentators and, indeed, among the military establishment itself about the conduct of these campaigns. Specifically, the issue of British military command has come under increasing scrutiny. This article examines command frictions at the strategic and operational levels and seeks to provide a sociological explanation of these difficulties. It claims that British commanders have failed to identify a coherent strategy over the past decade while in‐theatre operational command has often been characterized by an ad hoc‐ery, incoherence and inconsistency. The article suggests that a ‘laissez faire’ command culture has been evident at strategic and operational levels. While individual mistakes may not be irrelevant, the article explores the way in which this command culture may be a product of institutional pressures within defence and, above all, a product of inter‐service rivalry. However, the laissez faire system of command in the armed forces may also be a reflection of much deeper cultural presumptions and preferences within British professional society itself which has always had a strong tendency towards pragmatism, decentralization and shorttermism. The article concludes by offering some suggestions as to how military command might be reformed in light of its potentially profound cultural origins.  相似文献

British forces are now engaged in a major operation in southern Afghanistan, the outcome of which is likely to be strategically decisive—especially for the configuration and status of Britain's land forces. Although progress seems to have been made, there has been much criticism of the campaign. Through an analysis of the three‐year Helmand mission (Operation Herrick), this article explores whether, for all the improvements in the campaign in terms of resources and numbers of troops, the basic structure of the campaign established in 2006 has endured. Instead of focusing on an ‘ink‐spot’ from which to expand, British forces have tended to operate from dispersed forward operating bases from which they have insufficient combat power to dominate terrain and secure the population. They are consequently engaged in a seemingly endless round of high‐intensity tactical battles which are normally successful in themselves but do not contribute to the overarching security of the province. The analysis explores the way in which this distinctive campaign lay‐down—the preference for dispersal and high‐intensity fighting—may be a reflection of British military culture and its military doctrine. By highlighting potential unacknowledged aspects of the British military profession, the article aims to contribute to debates about the development of the armed forces.  相似文献
