Scholarship and the ship of state: rethinking the Anglo‐American strategic decline analogy

This article uses the centenary of the First World War as an opportunity to re‐examine a major element of the existing literature on the war—the strategic implications of supposed British decline—as well as analogies to the contemporary United States based upon that interpretation of history. It argues that the standard declinist interpretation of British strategy rests to a surprising degree upon the work of the naval historian Arthur Marder, and that Marder's archival research and conceptual framework were weaker than is generally realized. It suggests that more recent work appearing since Marder is stronger and renders the declinist strategic interpretation difficult to maintain. It concludes by considering the implications of this new work for analogies between the United States today and First World War‐era Britain, and for the use of history in contemporary policy debates.

Industrial reorganisation and coal production in Australia, 1860–1982: an historical materialist analysis

From an historical materialist perspective, the essential quality of industrial change is that it is the product of conflict resident both in the relationship of struggle between capital and labour over the accumulation of surplus value and in the competitive relations between individual capitals over the appropriation of profits. This article is essentially methodological in that it identifies the specific competitive and conflictual determinants of profitability internal to an industry and the external influences of the wider economy which contribute to that industry's ‘relative’ profitability vis a vis investment capital. It argues that the emerging pattern of economic change is structured by a tendency towards crisis and declining profitability. The history of black coal production in Australia is examined in the light of this method and emerging theory of industrial reorganisation.     

Alternative Pathways to Community and Economic Development: The Latrobe Valley Community Partnering Project

Conventional approaches to development in areas that are experiencing economic decline invariably focus on business growth through interventions such as incentives, infrastructure development and job readiness training. This paper reports on a pilot project aimed at developing an alternative approach to community and economic development in the context of the Latrobe Valley, Victoria, a resource region that has experienced downsizing and privatisation of its major employer, the state‐owned power industry. The project was shaped by a poststructuralist concern with the effects of representation. It sought to challenge familiar understandings of disadvantaged areas, the economy, community and the research process in order to open up new ways of addressing social and economic issues. The resulting four‐stage research project was informed by the techniques of asset‐based community development and action research, as well as by discourses of the diverse economy and communities of difference. During the two‐year span of the project, four community enterprises were developed. The varying degrees of success they have met with in the four years since the project concluded highlight the critical role of local agencies such as the council in providing ongoing support for such endeavours.
