Geographic research on neoliberalism has explored the restructuring of educational landscapes wrought through marketisation of preschool, school and higher-education provision and considered the responsibilisation of parents and children for educational outcomes. This study develops understanding of the contingent emergence of neoliberal educational reform, and its progressive and regressive impacts, through an examination of the burgeoning private tuition market in England and Wales. The paper outlines the contours of the previously hidden supplementary education industry, demonstrating that it reinforces regional and classed inequalities, while opening possibilities for ethnic minority advancement. Conceptually, the paper advances debate about socio-spatial specificity in neoliberal change, showing that the intersection of policy, free markets and consumer behaviour reshapes the educational landscape in ways that extend beyond state intention and control. Through these processes, contingent market forms are produced that offer social mobility for some, but ensure the social reproduction of enduring regimes of power.  相似文献

While scholars frequently frame conflicts over urban waste in terms of a politics of infrastructure, this article frames such conflicts in terms of a politics of organization. In 2008, self‐employed recyclers in and around Managua, Nicaragua blockaded local dumps in an effort to secure rights to scavenge for resellable material. Over the course of this “garbage crisis”, a material and semiotic entanglement of human labor organization with animal ecology became politically salient. At different points, recyclers were compared to ants (hormigas), vultures (zopilotes), and scorpions (alacranes). State officials, NGOs, and recyclers themselves used these animal metaphors to describe the organization of waste collection. Drawing on theories of value from political ecology and economic anthropology, as well as analysis of the deployment of these “organic” metaphors, we outline an “organizational politics” of urban waste.  相似文献

This article uses a transnational feminist lens to examine how accusations of sexual violence were mobilised by the United States (US) government to justify military intervention at the same time that the US military failed to address sexual violence perpetrated by and against its own service members. Drawing upon an archive of civilian representations ranging from the New York Times to G.I. Jane, the author explores US interventions in the Persian Gulf, Haiti and the former Yugoslavia alongside sexual assaults committed by servicemen at the Tailhook Convention, on Okinawa and at the Aberdeen Proving Grounds. This article draws connections between feminism and neo‐imperialism, between Cold War and War on Terror ideologies, and between rape as a weapon of war and rape during times of ‘peace’ in order to better understand the relationships between sexual politics and geopolitics at the end of the twentieth century.  相似文献

The Soviet Union responded sceptically to Eisenhower’s ‘Atoms for Peace’ speech in December 1953 but eventually entered negotiations on the creation of the International Atomic Energy Agency. It believed the IAEA would provide opportunities for political influence and scientific collaboration. It did not want the peaceful uses of atomic energy around the world to be dominated by the United States. It pressed for close ties between the new agency and the United Nations and supported India and other developing countries in their opposition to safeguards. Genetic techniques have become increasingly prevalent in livestock breeding, associated with new types of knowledge-practice and changes in the institutional and geographical relationships related to animal husbandry. This paper examines the value of Foucault's concept of 'biopower' to theorising livestock breeding and the implications of the rise of genetic knowledge-practices in agriculture, developing the concept to apply to nonhuman animals and to situations where humans and nonhuman animals are co-constituted through particular knowledge-practices and corporeal meetings. It focuses on the idea of 'population' as a central component of biopower, and relates this to conceptualisations of biosocial collectivity. Reacting to the inherent humanism of Foucault's outlining of biopower, the paper argues for its relevance in relation to nonhuman populations, and for heterogeneous conceptualisations of biosocial collectivity. Drawing on research with UK beef cattle and sheep breed societies, the paper explores how, in practice, populations are constructed in relation to the production of particular sorts of truths concerning, and particular modes of intervention in, the lives of nonhuman animals. It explores how heterogeneous biosocial collectivities are constituted around these interventions. The emergence of genetic techniques is shown to transform the processes constituting populations and heterogeneous biosocial collectivities, and this is discussed in terms of a new inflection of agricultural biopower associated with novel interventions in the lives of livestock animals.  相似文献

Abstract: This paper interrogates the multiple spatialities bound up with the consumption of units as the dominant means of diagnosing “health‐related” alcohol problems and measuring “drunkenness” in international alcohol policy and research. In order to question the power afforded to units, we work at the intersection of theoretical debates concerning biopower and governmentality; emotional, embodied and affective geographies and actor network theory. Presenting empirical research from the UK we contribute to geographical agendas that seek to consider the ontological and epistemological understandings of alcohol, drinking and drunkenness. The paper concludes by calling for dialogue between social, health and medical scientists in order to develop more pertinent ways of understanding and representing the risks and benefits of alcohol consumption.  相似文献

Traditional research in urban geography concerned with issues of 'race' has focused on a series of substantively important issues, yet with conceptual foundation inadequate to the task. Specifically, this body of work has employed outdated and theoretically limited conceptions of identity without sufficient consideration to the importance of historical and geographic contingency. I argue in this essay that topics of traditional concern to urban geography gain new relevance and importance when they are reconsidered and reworked from a social constructivist perspective that takes seriously the importance of identity and contingency. I illustrate my argument with discussions of two aspects of my current research agenda. First, I discuss how research on urban residential segregation gains considerably from a more sensitive encounter with multifaceted notions of identity that explicitly address geographic contingency. Second, I review recent empirical research on US mortgage-lending markets that demonstrates the geographic and class contingency of discrimination. The paper ends with a call for research that employs multiple methodologies.  相似文献
