Der „Mitteleuropäische Kristall“ – zwischen „Blauer Banane“ und „osteuropäischem Pentagon“

Der deutsch-tschechische Grenzraum liegt gewisserma?en in einer Sandwich-Position zwischen verschiedenen europ?ischen Makroregionen; auf europ?ischer Ebene wird er bislang eher als Verbindungselement wahrgenommen. Seine innere Struktur ist von einer relativ geringen Besiedlungsdichte und ausgepr?gten Stadt-Land-Unterschieden gekennzeichnet. Im Frühjahr 2006 gründeten die beiden nationalen Regierungen eine deutsch-tschechische Arbeitsgruppe für Raumentwicklung. Der Artikel skizziert, welche Ziele und Erwartungen damit verbunden werden und welche Funktionen ein solches Gremium übernehmen kann. Dazu wird zun?chst die Ausgangssituation dieses Raumes skizziert. Abschlie?end wird das m?gliche Leitbild des „Mitteleurop?ischen Kristalls“ vorgestellt.     

Pigments, dyes, and black enamel—the colorants of reverse paintings on glass

Nondestructive analyses of medieval reverse paintings on glass revealed the same dyes and pigments customarily used in panel paintings. However, there is one exception: the black colorant is not a carbon-based pigment, but black enamel. In this respect, the stylistic as well as the technical influence of stained glass artwork can clearly be seen on reverse paintings on glass. However, there is a crucial difference: in reverse paintings, the black enamel is not fired onto the glass but painted (cold painting). Additional analyses confirmed these findings. Based on these results, the art form “reverse painting on glass” has technically to be characterized as a mixture of “stained glass” and “panel painting” that nonetheless develops into a genre of its own.

Regional Elections and Political Stability in Russia

A noted American specialist on regional affairs in the Russian Federation presents and analyzes a compilation detailing the political orientation of Russia's provincial executives. The data represent electoral results and include information from 68 provinces (49 oblasts, 6 krays, 10 autonomous okrugs, and 1 autonomous oblast) and 21 republics through September 1997. The discussion covers Russian regional politics, the results of regional elections held in 1996, and an assessment of alternative futures. Beyond Subsystems: Policy Regimes and Governance

We suggest attention to policy regimes provides a fruitful means for joining the contributions of scholars who study policy processes with those who are concerned with governance challenges. Our research synthesis underscores the limits of existing theorizing about policy processes for problems that span multiple areas of policy and highlights the prospects for and limitations of governing beyond the boundaries of subsystems. We suggest new avenues for theorizing and research in policy processes based on the concept of a boundary‐spanning policy regime. We develop notions about this type of policy regime within the context of the broader literature about regimes in political science, discuss the forces that shape the strength and durability of such regimes, and provide a variety of examples. This synthesis challenges the focus of policy process scholars on subsystems and broadens the traditional focus on policymaking to consideration of the dynamics of governing.     

Information Processing and Policy Dynamics

In this article, we trace the evolution of punctuated equilibrium theories of the policy process to the development of a full theory of government information processing. Noting that punctuated equilibrium is one realization of a larger theory of government information processing, we outline a research agenda for the study of agenda setting, policy dynamics, and information flows in the policy process. In doing so, we relate the study of government information processing to such important features of American government as inter-institutional dynamics and delegation in the policy process.
