Libya and the state of intervention

The international response to the crisis in Libya has been remarkably quick and decisive. Where many other cases of mass atrocity crimes have failed to generate sufficient and timely political will to protect civilians at risk, the early response to Libya in 2011 has shown that the United Nations Security Council is able to give effect to the ‘responsibility to protect’ norm. While not an implementing party in a legal sense, the Australian government has taken a forward-leaning diplomatic stance in helping to mobilise broad support for addressing this crisis. In light of the ongoing political controversy over armed humanitarian intervention, the Libya case shows that state-based advocacy for R2P matters, given the on-going need to bolster the legitimacy of the principle. A discussion of Canberra's diplomatic activity is a prelude to an examination of the proceedings of the UN Security Council and the two key resolutions, the second of which gave effect to the forcible action. The article then considers three dimensions of the Security Council's implementation of the responsibility to protect: the language of the resolutions and the intriguing absence of a textual reference to the international community's responsibility to act; the expansive mandate for civilian protection in Security Council resolution 1973; and the first unanimous referral to the International Criminal Court, with novel support from the United States of America.     

Laboring at the Margins: Welfare and the Regulation of Mexican Workers in Southern California

Despite sustained disciplinary interest in the social and institutional regulation of labor markets, the relations between welfare provision and work have received scant attention from geographers. This paper charts the functional and spatial interdependence of the urban welfare system and the agricultural industry in Southern California in the 1920s and 1930s. Employer groups actively constructed this interdependence and negotiated its unintended effects with strategies to discursively and physically manage the population of Mexican workers using welfare resources. These strategies, dependent on local grower control of the welfare apparatus, undergirded the racialized division of labor that concentrated Mexicans in casualized farm work.     

“Destroy and Kill ‘the Left’”: Duterte on Communist Insurgency in the Philippines with a Reflection on the Case of Suharto’s Indonesia

This essay focuses on Philippine President Rodrigo Duterte’s speech delivered in December 2018 regarding his intent to wipe out the communist elements in the country. It first provides a background on the fifty-year-long communist insurgency in the Philippines and the peace process under Duterte’s administration. It then historically reflects on the case of coordinated killings of communists in Indonesia during Suharto’s regime to examine whether Duterte’s plan of an “all-out war” and “strategic hamletization” mirrors the rhetoric and strategies carried out by the Indonesian military. The last section surveys the potential outcome of Duterte’s proclamation and less violent options for his administration in addressing the communist insurgency in the Philippines.
