Mixed messages & bounded rationality: The perverse consequences of real ID for immigration policy

Policies concerning undocumented immigrants are inevitably ambivalent, creating uncertainty and confusion in the implementation process. We identify a clear example of this ambivalence —U.S. law setting standards for determining the credibility of asylum seekers—that resulted in an increase in asylum grants despite policymakers' intention to make it harder for individuals to obtain the status. We argue that this law, The REAL ID Act of 2005, sent mixed messages to immigration judges (IJs), street-level bureaucrats who implement immigration policy. It increased IJ discretion, but set vague limits. We theorize that IJs, behaving in a bounded rationality framework, use their professional legal training as a short-cut and look primarily to the courts for guidance. Our evidence supports our argument. After the passage of the REAL ID Act, IJ decision-making is more closely aligned with the preferences of their political and legal principals, and, in the final score, the federal circuit courts are the winners.     

Beyond Recall: Searching for the Remains of a British Secret Weapon of World War I

This article discusses the development of the Livens Large Gallery Flame Projector, a massive British flamethrower that was used against German trenches in the Battle of the Somme in 1916. Built underground within tunnels below No Man’s Land, this secret weapon was an attempt to use technology to break through German defences and reduce British casualties. The flame projector was the most effective flamethrower developed in WWI, but proved to be too inflexible and expensive to be widely used.     

Upper Ordovician Phacopida (Trilobita) from Tasmania

Eastonian trilobite faunas of the Gordon Group in Tasmania include the new species Ceraurinella oepiki, Erratencrinurus trippi, and Pliomerina trisulcata, as well as a reedocalymeninid probably allied to Sarrabesia Hammann & Leone, 1997. Ceraurinella and Erratencrinurus have not previously been reported from Australia, the former being predominantly Laurentian but also known from NE China, the Himalaya, and Vietnam, and the latter mostly Baltic/Laurentian. Peri-Gondwanan species of Ceraurinella appear to form a clade, within which Tasmanian and Indian (central Himalayan) taxa are closest relatives.
