This paper reports on the methodology and an application of a dialectical approach to research and development, planning. The methodology features a structured debate followed by argumentation analysis. The argumentation analysis in turn is followed by an assessment of the plausibility of the arguments. The application involved using the methodology to assess the level of funding for research and development for a transportation system that would employ advanced technology. The Dialectic Inquiry process, and specifically, the plausibility rating activity, were seen as valuable aids for policy analysis.  相似文献

Despite international pressure to condemn North Korea (DPRK), China’s successive leaderships have dealt carefully with Pyongyang, especially vis-à-vis its nuclear weapons program. This moderate stance reflects the two countries’ decades-long relationship, summarised in the Chinese idiom that Pyongyang and Beijing are “as close as lips and teeth”. Nevertheless, the DPRK’s third nuclear test in February 2013 raised enormous challenges for the new Xi Jinping leadership to maintain the previous DPRK policy focused on the status quo and stability on the Korean Peninsula. China’s attitudes and policies towards the DPRK after the provocative third test signified a possible reorientation of Beijing’s DPRK policy. This generated repercussions in the countries concerned and prompted debates among experts. This article asks how these events should be understood and what their implications are for the Xi leadership’s policy on the DPRK, the stability of the Korean Peninsula, and Northeast Asia. Given China’s competitive relations with other major powers, we conclude that the Xi leadership will not abandon the DPRK; indeed it will reinforce the policy of strengthening China’s influence over it. Nonetheless one aspect of doing so will involve China opening up to other – cooperative, multilateral – approaches to reinforcing stability on the Korean Peninsula and in Northeast Asia.  相似文献

Accessibility is now a common way to measure the benefits provided by transportation–land use systems. Despite its widespread use, few measurement options allow for the comparison of accessibility across multiple urban systems, and most do not adequately control for market competition between demand-side actors and supply-side facilities in localized markets. In this article, we develop a measure of competitive access to destinations that can be used to accurately compare accessibility between regions. This measure stems from spatial interaction modeling and accounts for competition at both the supply and demand sides of analysis, regional differences in transportation networks and travel behavior, and any imbalance between the size of the population and the number of opportunities. We use this method to compute access to employment for Canada's eight largest cities to comparatively examine inequalities in accessibility, both within and between cities, and by travel mode.  相似文献

Abstract

The Janus-faced character of nineteenth-century Europe presents unique challenges to historians. Concurrent to spiralling industrial growth, working-class revolts, transatlantic migration and imperialism, the stark social and economic upheaval of the period has virtually belied the solidarity achieved on the Continent. In recent years, however, a number of superlative scholarly studies have excavated and illuminated the intellectual, legal and technological revolutions that ushered in an era of promise and potential unity. In this article, the author examines the degree of interdependence and interconnectedness across the Continent and the world by melding extant scholarship, introducing primary-source research, and offering new perspectives on the relationship of the increasingly globalized world and the European efforts to harness its potential by attempting to create lasting norms for peace and prosperity through international law and the benchmark concept of ‘humanity’.  相似文献
