Research and Rhetoric on Women in Papua New Guinea's Village Courts

This paper addresses a recent and popular rhetoric in academic literature that women are discriminated against, often in the name of ‘custom‘, in the male‐dominated village courts of Papua New Guinea. The rhetoric is interrogated with reference to academic research findings and reports since the early days of the legislatively introduced village court system, and to data from the author's own research in recent years. On the basis of these two sources, it is argued that the evidence does not support the rhetoric, and further that the latter does less than justice to grassroots women in Papua New Guinea by portraying them as relatively passive victims of village courts. On the contrary, fieldwork research findings indicate that women are confident and reasonably successful disputants and that village courts are a community‐level resource which is becoming increasingly useful for grassroots women with limited avenues for seeking justice and recompense.

Testing the waters of coastal urbanization: contested projects on Corsica’s protected lands

In the wake of the decentralization reforms implemented in France in the early 1980s, the Coast Protection Act (‘loi littoral’) was enacted in 1986 to counterbalance the significant regulatory powers devolved through those reforms to local municipalities in matters of urban planning. The act’s purpose was to contain urban sprawl, especially in heretofore undeveloped and protected areas such as those found on the Corsican coastline. Many local officials protested that the act would freeze any development on vast tracts of land and become a hindrance to carrying out potentially lucrative tourism projects on the most attractive coastal frontage parcels. The inquiry draws on a statistical sample of 252 legal arguments put forward in 180 claims, which were filed in the Corsican Administrative Court during the 2004–2011 period. From a sociological perspective, we examine in this article the strategies behind litigation and the use of the administrative courts as a means to resolve conflicts that have arisen over the attempted development of protected coastal areas. Special attention is paid to disputes over proposed development projects against which claims have been filed by local inhabitants and state administrators with the intention of containing urban sprawl.     

Multi-method (TL and OSL), multi-material (quartz and flint) dating of the Mousterian site of Roc de Marsal (Dordogne,France): correlating Neanderthal occupations with the climatic variability of MIS 5–3

Roc de Marsal has yielded numerous remains of Mousterian occupations, including lithics, fauna and combustion features. It was made famous by the discovery of the skeleton of a Neanderthal child. Given the need to date the sequence, TL and OSL were applied on heated flints and quartz, and OSL on unheated quartz. Chronological results combined with palaeoenvironmental data – faunal remains and micromorphological features in the sediments from the cave, pollen proxies and faunal remains from the region – allowed us to place climate variations in southwest France on a numerical time scale. Denticulate Mousterian occupations were dated to the middle of MIS 4 (65–70 ka) and Quina layers either to the very end of MIS 4 or to MIS 3. Interestingly, a faunal pattern showing a mix of red deer, roe deer and reindeer was found to have occurred during MIS 4, which was shown to be consistent with data from other similar sites in southwest France.
