This article investigates how presidential policy attention is allocated across policy tools and whether there is a channeling of tool use by policy area. I also examine whether there is evidence of disproportionate information processing within presidential policy attention allocation and whether it is common across presidential policy tools. Presidential messages, hearings on administrations' legislative proposals, amicus briefs, and executive orders are employed to capture presidential policy tools. The allocation of attention via these four instruments is examined from 1957–2007 in the policy areas of defense and foreign affairs, macroeconomics, banking and commerce, civil rights, law and crime, and labor and immigration. I find that there is a canalization of presidential policy attention by instrument, and that the opportunity structure of policy tools shapes attention allocation. Additionally, I find evidence for punctuated equilibrium theory in the allocation of presidential policy attention via these four tools. When presidents do shift their attention to an issue area, they often attack the issue with some coordination of their policy instruments. 相似文献

The new interest in cultural landscapes is forcing a reappraisal of concepts of countryside heritage. First the traditional split between cultural and natural values is challenged. Second, modern landscape studies emphasise the subjectivity of landscape assessment, and this is subverting the former tendency to aspire to objectivity in evaluation. The acceptance of ‘associative’ value in landscape is an indicator of this. Modern landscape studies also emphasise the interrelationships between processes and aspects of value, and this is encouraging specialists to communicate across disciplinary frontiers. The desire by ecologists in the mid‐1980s to have cultural landscapes inscribed on the World Heritage list caused a re‐assessment of the World Heritage Criteria, and an initiative by ICOMOS brought this process to a conclusion in 1992. However the reappraisal of concepts of countryside value imply that there are many other philosophical and practical matters still to be resolved. 相似文献

The 9th‐century‐AD Belitung wreck was discovered in 1998 in the Java Sea. Construction techniques rapidly confirmed that it was unlike any known Chinese or Southeast Asian vessel. The uncertainty about its origins was resolved in 2008 by timber identifications: it was constructed in the Middle East (probably Oman or Yemen). This paper, on the characterization of a dammar resin lump collected in the vicinity of the wreck, supplies additional evidence confirming the probable re‐stitching of the vessel somewhere in Asia. © 2010 The Authors 相似文献

This paper explains, with the example of a Roman object (the ‘Mars from Oberweningen’, Switzerland), why neutrons can be used preferentially for the non‐destructive analysis of metallic objects of relatively large size. This method is superior to the conventional X‐ray tomography method due to the higher penetration ability in metals such as copper, tin and even lead. With this method, differing materials can also easily be differentiated. In this way, the inner and outer structures of objects can be observed with the help of tools based on mathematical algorithms. Slices at arbitrary positions and segmentation of different material clusters aid the understanding of manufacturing processes and can describe the present preservation status. This helps in selecting optimal and additional conservation measures in museums for further preservation. Beside the qualitative overview on structure and inner properties of the objects, quantitative information can be derived about material content and composition. This paper makes the case for advancing sustainability science partnerships (SSPs) both within universities and through innovative means of integrating universities with external public‐private and civil sectors. It links the basic principles of sustainable development with an emerging science of cooperative learning that connects researchers to a wide range of partners. SSPs are specifically designed to be transformational through becoming active agents for societal change. Universities play a special role here because they can act both as communication networks and as laboratories for developing the capability to design and manage SSPs in the creative transition to sustainability. It is gratifying to note that these ideas are beginning to emerge in a number of universities, with European examples being highlighted in this paper. Further steps towards introducing full‐blooded SSPs across the university spectrum are suggested. 相似文献

A lack of clear political commitment together with confusing rules and enforcement often characterize the institutional context of policy implementation and regulatory compliance in developing countries. By connecting such contextual features to existing models of policy implementation and regulatory compliance, we examine how regulatory factors are related to basic and proactive corporate environmental management practices in the Pearl River Delta region in China. Drawing on data derived from both a survey and in‐depth interviews, we show that a perception of clear political commitment to environmental protection across multiple government levels and units is positively associated with business efforts in basic environmental practices, regardless of the specific enforcement intensity. Nevertheless, a perception of clear political commitment is not related to proactive environmental practices. Conversely, a perception of policy ambiguity, in the form of confusing regulatory standards and enforcement, is negatively associated with corporate efforts in both basic and proactive environmental practices; yet, intensive inspections mitigate these negative associations with policy ambiguity. 相似文献
