While Indonesia’s efforts at countering violent extremism have enjoyed some successes, a section of its Islamist community remains committed to militant jihadism. The return from overseas of hundreds of militants linked to ISIS means that there is now a greater need than ever for interventions to prevent radicalisation – and for programs to reintegrate militants back into society. Drawing on 20 selected interviews with former jihadists, this article asks how successful official efforts have been at disengaging those convicted under Indonesia’s Anti-Terrorism Law from violent extremism. A significant minority remain welded to a militant mindset: “committed jihadists” who are likely to reoffend. Some former jihadists have “disengaged provisionally” but remain vulnerable: they have only disengaged for tactical or practical reasons. Yet some have also begun to disengage emotionally. While they may not disavow completely the use of force, these “provisionally deradicalised” activists have moved closer to that minority of interviewees who are “fully deradicalised”. Using this four-part typology of the pathways by which some militant jihadists have disengaged but others have not, this article finds that disengagement is a gradual process shaped by social networks. The Atlantic burden‐sharing debate during the early part of the twenty‐first century is shaping up to be very different from those of NATO’s first fifty years. The resources needed for direct defence of western Europe have fallen sharply, and further cuts are possible. The gradual strengthening of European cooperation means that the EU is becoming an actor in its own right in many international regimes. Debates about which countries are pulling their weight internationally are also taking into account contributions to non‐military international public goods–financing EU enlargement, aiding the Third World, reducing emissions of climate‐damaging pollutants. In this new multidimensional debate, it becomes more apparent that states that contribute more to one regime often do less than most in another. Germany, for example, is concerned about its excessive contribution to the costs of EU enlargement, but it spends considerably less than France and the UK on defence. European countries contribute three times as much as the United States to Third World aid, and will soon pay almost twice as much into the UN budget. Yet they were dependent on the US to provide most of the military forces in the 1999 Kosovo conflict, and would be even more dependent in the event of a future Gulf war. This widening of the burden‐sharing debate contains both dangers and opportunities. It could lead to a fragmentation of the Atlantic dialogue, with each side talking past the other on an increasing number of issues, ranging from global warming to Balkan peacekeeping. In order to avoid such a dangerous situation, the US and European states should maintain the principle that all must make a contribution to efforts to tackle common problems, whether it be through troops in Kosovo or commitments to reducing greenhouse gas emissions. Yet there should also be some flexibility in defining who does how much. The preparedness of some countries to lead, by doing more, will be essential if international cooperation is to have a chance to work. 相似文献

It is widely recognized that new technologies can play an important role in the interpretation of our cultural heritage legacy. This has become a powerful tool providing a better understanding of our past, and thereby, allowing us to attain a glimpse of the environments in which our ancestors lived. In this domain, the way we see such reconstructed environments is particularly important in order to establish an accurate interpretation of that historical setting. However, the desired visual accuracy in the representation of any archaeological scenario is strictly related to the technology used to visualize it. High Dynamic Range (HDR) technology encompasses the capacity to produce visual results similar to the visual acuity of the human eye, particularly in extreme lighting conditions, such as bright light or dim environments. 相似文献

The development of effective conservation strategies for the protection of rock art sites involves the assessment of the taphonomic risks posed by physical and chemical weathering. This study outlines the methodology used in a pilot study to monitor and model the deterioration of paint residues in a cave environment. Mineral oxide pigments were mixed with water and placed on the walls of a cave in the Mendip hills (U.K.). The physical degradation of the paint residues was simulated visually and modelled mathematically. A training stage learning the characteristics of a reference image is followed by comparisons with this image as the test paints deteriorate. The study will be extended over three years and digital image processing will be used to quantify changes in the colour and dimensions of the test paints. The results will be correlated with micro-climatic variables. This methodology can be used to model taphonomic changes to rock art and other forms of imagery in differing environments. 相似文献
