The aim of this article is to analyse and discuss the development of performative spaces in public libraries from a cultural policy perspective. First, a framework of three concepts of culture, 1.0–3.0, is used as a tool to analyse the overall development of public libraries. Against this background, we introduce the notion of performative spaces in public libraries by highlighting Nordic examples. The tendency can also be seen on a broader level in European and North American libraries, where a ‘performative turn’ can be seen as the relationship between the library and its users, especially the younger ‘digital natives’. The rationales behind the emergence of performative spaces in public libraries are analysed and discussed: democratisation, empowerment and economic impact. This article concludes that the performative spaces are legitimized by multiple rationales in the same way as cultural policies and cultural institutions are legitimised today. 相似文献

Based on Danish experiences the article discusses the increasing role that the discourse of “quality” is playing in cultural policy. Throughout the 1990s, from the general cultural debate, this discourse has spread to more instrumental considerations and practices in the field of cultural policy. The article presents this process in a historical perspective and characterises the present tendency towards a technocratisation of the discourse of quality under the auspices of New Public Management and the general trend in modern state policy towards instrumentalising all societal resources in the global economic competition. Opposing this line of development, it is argued that “quality” could serve as a progressive, non‐instrumentalist discourse if it is defined in relation to a modernised understanding of the “rational core” of the cultural policy tradition of the Nordic countries. In this perspective, the article suggests a contextualisation of the concept of quality and possible ways of implementing the discourse in practical cultural policy. 相似文献

AbstractResearch on tourism enclaves has relied mainly on topographical understandings of the phenomenon. The focus has been on the ontic, that which is or exists instead of the relational qualities or properties of tourism enclaves. Topographical conceptions thus tend to simplify enclavic processes and attributes that are much more complex than meets the eye. In this article, we make the case for topological understandings of tourism enclaves, based on a relational ontology, as a complement. We thereby strive to offer more nuanced conceptions of tourism enclaves. We depart from Agamben’s political ontology to illustrate our claim. Seen topologically, tourism enclaves are not simply spaces marked-off from the norm, but rather constituents of the norm. Tourism enclaves need to be theorized as ‘prototypes’ or ‘laboratories’ of new subjectivities (ways of being, relating, and experiencing the world). The tourist thus emerges as a model figure of biopolitics in the contemporary, the norm rather than the exception. The tourist is not that which is abandoned by the sovereign in the manner of Agamben, but rather a free exilant, a subject that self-willingly chooses abandonment. We deploy topological concepts, like Agamben’s the ban, the camp, and state of exception. Such a conception, we argue, widens the ontological register or horizon of tourism theory. 相似文献

Denmark would appear to be a radical, but overlooked, example of the general Western European trend away from national top-down schemes towards a situation where regional policy is a multi-level activity in which European and regional actors are heavily involved. In order to analyse such transformations the article first proposes a conceptual framework capable of accounting for different forms of regional policy and their interaction, and then applies it to the Danish case. The analysis of inter-organizational relations, strategies and resource dependencies show that in Denmark the new paradigm in regional policy resembles a decentralized form of industrial policy in which regionally-based actors play a major role via their organizational and informational resources, but that central government still plays a major role as a regulator of the activities of other actors within a multi-level institutional setting. 相似文献
