Improving land readjustment practice. Application of management models to Portugal

Whilst the advantages of the application of Land Readjustment (LR) are well known, there are nevertheless numerous countries in which application of LR is difficult or has not been successful. In its analysis of land readjustment constraints, conditions and the international practice, this paper contributes to improving the implementation of an LR system, particularly with respect to the management process. At the international level, management models in seven countries were studied: Australia, France, Germany, Japan, South Korea, Spain and Sweden. In Portugal, three case studies in the municipalities of Almada, Coimbra and Lisbon were selected, with semi-structured interviews being conducted with the respective managing entities. The management models are distinguished by the type of initiative and leadership processes, relations among stakeholders, managing entities and operating rules. It can be concluded that the role of the public authority as the process facilitator from the very initial stages, the existence of a managing entity and a board of specialists, and the legal conditions governing expropriation are key factors for the improvement of land readjustment management.

In Situ Characterization of Rammed Earth Wall Renders

The Algarve region in southern Portugal has one of the most significant rammed earth construction legacies in the country. This construction method is characterized by its high susceptibility to water damage and external renderings are essential to the longevity of these constructions. This study collects and organizes data that provides the basis for the conservation and repair of renderings. Five earth buildings from western Algarve were selected to represent this heritage and its diversity of composition and susceptibility to water damage. Some of their commonest anomalies result from the interaction between the earth substrate and the traditional external renderings, given their distinct characteristics and behavior. The selected sample is described and the mechanical strength of the rammed earth walls and their renderings are evaluated through in situ tests. Samples of the external renderings and earth substrate of the five buildings comprising the sample were also collected and characterized in the laboratory. The characteristics of these two materials and their behavior as an assembly were analyzed. The results of the in situ and laboratory tests are compared and the viability of using a method based on in situ tests for the wider characterization of the type of construction under analysis evaluated.     

Analysis of the Out-Of-Plane Seismic Behavior of Unreinforced Masonry: A Literature Review

Although the issue of the out-of-plane response of unreinforced masonry structures under earthquake excitation is well known with consensus among the research community, this issue is simultaneously one of the more complex and most neglected areas on the seismic assessment of existing buildings. Nonetheless, its characterization should be found on the solid knowledge of the phenomenon and on the complete understanding of methodologies currently used to describe it. Based on this assumption, this article presents a general framework on the issue of the out-of-plane performance of unreinforced masonry structures, beginning with a brief introduction to the topic, followed by a compact state of art in which the principal methodologies proposed to assess the out-of-plane behavior of unreinforced masonry structures are presented. Different analytical approaches are presented, namely force and displacement-based, complemented with the presentation of existing numerical tools for the purpose presented above. Moreover, the most relevant experimental campaigns carried out in order to reproduce the phenomenon are reviewed and briefly discussed.     

South Africa and the African Renaissance

This article addresses the question of the new South Africa's relationships with other countries in Africa in the context of the idea of an 'African Renaissance' which has recently gained currency. The authors identify two opposing conceptions of Africa's development, which they call 'globalist' and 'Africanist' respectively, and explore the tensions besetting South Africa's participation in an 'Africanist' project. They discuss the dilemma of South Africa's role on the continent as both an obvious and an impossible candidate for leadership, and argue for an 'Africanist' and post-structuralist approach to the political, economic and cultural development of the African continent.     

Review of Archaeological Research in Angola

This article examines the historical processes that shaped the development of archaeological practice in Angola during the Portuguese colonial period and the aftermath of political independence. Using published works, unpublished reports, and photographic records, we examine the research themes, actors, scholars, and institutions that influenced archaeological research in the country. We also used documents and museum collections in Angola and Portugal to create a GIS database of Angola’s archaeological findings. This study highlights the events, personalities, and priorities that motivated earlier investigations, and the geographical distribution of prehistoric sites. We hope this study will be a resource for guiding future archaeological research in Angola.
