China has officially become a predominantly urban country, with over 50% of the population now registered as urban residents. Its urbanization process has been described as the most managed in human history. The Chinese government manages the building of new cities, regulates the housing of displaced people and controls squatters. As an historically poorer area, the west of China has been the target of ongoing efforts at infrastructural development. Describing urbanization as managed however masks the conflicts and contradictions involved in a process which is far from smooth. Although villagers are usually seen to be largely the powerless victims of these initiatives, it is clear that many try to take advantage of the situation, while others are unable to do so. Based on recent fieldwork and eight years of visits to one village undergoing urbanization, this article looks at the complex dynamics involved and at the moral battleground which they lay bare.  相似文献

This article focuses on the particular moment of the 1945 United Nations charter meeting as a catalyst for a shift in Mary McLeod Bethune's feminist thought. The meeting, where Bethune served as the only African American female delegate, signalled a change in Bethune's thinking about equality for black women, so she used the founding of the United Nations as a platform to promote black women's alliances with other women of colour. Her idea was to reframe black women as citizens of the world, thus putting them in a numerical and ideological majority rather than keeping them in a minority position. Bethune has often been viewed as a reformer of race and gender issues in the early twentieth century, but a focus on her activism has hidden the intellectual contributions that she made to a form of black feminism that emerged out of her work with other clubwomen and through the United Nations in the 1920s through the 1950s. Specifically, this article argues that Bethune's intellectual work created a framework for African American women's feminism that emphasised anti-colonialism and their global alliance with other women of colour throughout the world.  相似文献

Academic and political debates about international sanctions tend to focus on the instrumental purposes of these measures—their ability to hurt a target state sufficiently to cause it to change its behaviour. By contrast, the symbolic purposes of sanctions are commonly assumed not to be as important. Such assumptions are appropriate for states which have the capabilities necessary to achieve these ends—great powers or regional powers targetting very weak neighbours, for example. But are these assumptions useful in explaining the sanctions policies of non‐great powers, particularly those which impose sanctions against great powers? This paper explores the case of Australian and Canadian sanctions against the USSR after the invasion of Afghanistan and demonstrates the fallacy of such assumptions, and argues that symbolic purposes were much more important than the instrumental utilities normally associated with sanctions theory.  相似文献
