Debates about the future of small municipalities in Canada are set against a backdrop of economic, political, and social restructuring processes that have displaced former state investment policies in favour of neoliberal public policy approaches. Small municipalities struggle with outdated financial and governance structures and a provincial public policy agenda that asks them to become more creative, innovative, and “entrepreneurial” in their approach and responsibilities. Drawing upon key informant interviews with eight case studies in British Columbia, Canada, this research examines the tensions between municipal reforms mandated by the provincial government over the past 30 years and commensurate fiscal levers and capacities in place to address these broadening responsibilities for small municipalities in volatile staples-dependent regions. Our findings demonstrate how successive provincial governments have mobilized New Public Management objectives through a host of legislative and regulatory changes that have increased the responsibilities and requirements on local governments without commensurate fiscal or jurisdictional capacity.  相似文献

Abstract

This paper discusses the understanding of “Common Good” that has been used by the Church of England, especially over the last five years. It suggests that its implicit universalism and identification of Christian morality with the ethical norms for the nation is premised on an understanding of the role of the Church which is no longer realistic. After a brief discussion of the latest statistics for church attendance and a comparison with other national churches in Northern Europe, I suggest that the Church of England is a “small church” and even that Christians constitute a religious minority. This means that the pursuit of the “Common Good” as defined by the church may simply be a piece of nostalgic longing for the time of the “big church.” The recent exclusions for the churches on same-sex marriage legislation indicate that the gap between most of the churches and the wider society. Rather than defining the common good, I suggest that in a pluralist society the churches which recognize their limited role will need to build alliances and common causes with other groups, both religious and secular.  相似文献

This study examines the interrelationship between external political support, internal organizational factors, and red tape, using a sample of information managers from state health and human service agencies. The study defines a red tape model and tests the model by structural equation modeling method. The study finds that political support has a direct effect on red tape. The higher the political support, the lower the level of red tape. The study also confirms an indirect effect of political support on red tape, mediated by developmental culture. Indirect effect through goal clarity has the correct sign but is not statistically significant. Practical recommendations are made for the political environment to provide the opportunity for managerial reforms that are often advocated.  相似文献

In the context of the family in Western society, alcohol often has been viewed as a problem. This article traces how the use of beverage alcohol in Canada related to the family in the transition from the preindustrial to late-twentieth-century era. Powerful temperance movements in the nineteenth century, and divisive prohibition policies in the early twentieth, attempted to protect the material and moral health of the family. Although liquor laws and social attitudes became more open starting in the 1930s, the medicalized discourse on alcoholism in the 1940s and 1950s was linked to notions of the family. Liberalization of retail and on - premise sales of alcohol in the 1960s and 1970s attempted to portray moderate drinking by adults as "normal" family activity. In the last quarter of the century, a neotemperance movement, reacting to issue such as impaired and driving and teenage drinking, suggested that alcohol's relationship to the family remained highly ambiguous.  相似文献

ABSTRACT

This article concerns the concrete poetics of Dom Sylvester Houédard, which I define using a term from his 1963 article ‘Concrete Poetry & Ian Hamilton Finlay’, ‘coexistentialist’. Houédard's concrete poetry has sometimes been criticized for an anachronistic avant-garde quality, because of its non-semantic use of written language, and its associated air of intermedia experiment. But the term ‘coexistentialist’ has various connotations which allow us to interpret Houédard's work as highly responsive to its cultural moment, and to the unique theological tradition from which it emerged. These connotations include: the relationship between early and mid-twentieth-century modern art and literature; existentialist philosophy, especially the writing of Jean-Paul Sartre; Marshall McLuhan's theories on modern communication and ecumenical dialogue within the Catholic Church during the Second Vatican Council. After presenting an outline of Houédard's poetics related to these themes, I analyse some of his concrete poems or ‘typestracts’, produced between 1967 and 1972.  相似文献
