Bavaria has achieved a dynamic change in its economic structure since the end of World War II, having evolved in the last four decades from an agricultural to a well-performing modern and service state. A wide variety of R&D-, SME- and infrastructure-oriented industrial policy measures have significantly contributed to the establishment of new small firms and job creation, the modernization of industrial structure as well as the economic and technology development in this German state. Bavarian industrial policy also stresses the subsidiarity principle and the working-together-through-dialogue principle of various groups including government, firms, trade unions, interest groups, etc. This type of loosely defined industrial policy has functioned remarkably well in the Bavarian-specific framework, in which a few large leading firms of international renown, in combination with the strong SME-basis, have played a key role for the rapid development. This study examines some major characteristics of regional industrial policy measures in Germany, taking Bavaria as a successful case.  相似文献

Archaeological research on monumentality, early urbanism, and emergent statehood in Southeast Asia and Vietnam has grown dramatically in recent years, and our understanding of social evolution in Southeast Asia has moved beyond traditional models of Sinicization and Indianization. Although many researchers recognize the significance of the historic and classical states of the first and second millennia AD, the seeds of statehood and urbanism can be seen in a moated settlement pattern during the first millennium BC. The largest in this category of Iron Age settlements, the heavily fortified Co Loa site in Vietnam’s Red River Valley, is emblematic of a tradition of settlements marked by earthworks and moat systems. The scale and extent of Co Loa’s massive earthen rampart system, involving a complex construction enterprise, reflect planning and implementation by a highly centralized, multigenerational, and institutionalized authority. Dating to the last centuries BC, Co Loa represents one of the earlier ancient state-level societies in Vietnam and the wider Southeast Asian region. Ultimately, the durability of Co Loa’s institutions of power and governance is suggested by the nature of its rampart system and construction process, and a package of variables contributed to emergent complexity. In particular, the presence of a monumental system of defensive works, combined with other archaeological markers for intraregional competition and violence, underscores the potential role of warfare and physical coercion in the course of political centralization.  相似文献

Theorists have put forth various anthropological perspectives on the variables leading to social complexity and the emergence of state-level polities. This paper incorporates data from the Zambezian region of Southern Africa in order to contribute to the literature on social evolutionary theory. It traces the cultural trajectories of communities that flourished during the region’s Iron Age within the Shashi-Limpopo Basin, leading to the emergence of the Great Zimbabwe polity. In examining the archaeological record, the authors discuss the emergence of state-like societies, offering a review of current interpretations and explanations for the emergent complexity. Les théoriciens ont émis plusieurs points de vue anthropologiques sur les variables qui conduisent à la complexité sociale et à l’émergence des états. Cet article est une contribution à la littérature sur la théorie de l’évolution des sociétés réalisée à partir des données de la région du Zambèze au sud de l’Afrique. Il retrace les trajectoires culturelles de communautés qui sont apparues au cours de l’age du fer dans le Bassin du Shashi-Limpopo et qui ont conduit à l’émergence de l’état du Grand Zimbabwe. En s’appuyant sur les données archéologiques, les auteurs discutent l’émergence de sociétés-états, offrant une revue des dernières interprétations et explications au sujet des complexités émergentes.  相似文献

The conventional theoretical and empirical references related to the inter-governmental fiscal transfer system in Germany appear to heavily concentrate on the issues surrounding the measurement of local expenditure needs of a municipality and their coverage through the down-flow grants when the municipal tax revenue is insufficient to match the needs. This study introduces additional important research fields in this context. Firstly, it attempts to analyse the role of the development of tax revenue and fiscal power of the grant provider (the State) as well as the joint financial relationship between the State and (different types of rural and urban) municipalities in the determination of inter-governmental grants. Secondly, when the total volume of the State grants is determined, this study examines in the next step under the particular consideration of different tax capacities in varied categories of municipalities, how this amount should be horizontally distributed among these groups to achieve the equal growth of hypothetical per capita fiscal capacity.  相似文献

Researchers have raised a wide range of variables to account for the emergence and governance of complex polities. Warfare and investment in military power, along with an expansionist ideology, are often raised as catalysts for the emergence of state societies and hierarchical forms of leadership. In southern Africa’s Zambezian region, complex polities arose during the Later Iron Age, presently dated to the early second millennium CE. Wealth accumulation in the form of arable land for grazing cattle, as well as the development of a highly regulated elite ideology coupled with favorable climatic conditions, factored into this trajectory of sociopolitical development. This paper explores the role coercion may have played in cultural changes associated with increased political complexity in Zambezia. Coercive and persuasive leadership is often challenging to recognize archaeologically. Do we have sufficient visible datasets to support coercive power and conflict as a dominant factor for cultural change in this region? Was conflict a significant driver of change in the prehistoric Shashi-Limpopo Basin? How does the evidence stand up to scrutiny when evaluated against known archaeological signatures for warfare?  相似文献

Buccinatormyia gangnami sp. nov. (Zhangsolvidae) is the first record of Diptera from the Lower Cretaceous Jinju Formation of the Korean Peninsula. B. gangnami is described based on six specimens, the largest number of fossils known for a single species of Zhangsolvidae. Four specimens of B. gangnami preserve a long proboscis; mouthparts of this species show a twofold variation in relative length, which may be partially explained by sexual dimorphism. B. gangnami is the third known species of Zhangsolvidae with extremely elongate antennal flagella. The preserved abdominal colouration pattern in these fossils suggests that B. gangnami was probably a wasp mimic.
