Non‐invasive materials characterisation of reconstructed statues of Emperor Qin Shihuang's Terracotta Army has revealed distinct micro‐geochemical patterning within the clay paste used in their manufacture. The significance of this is explored in terms of the production sequence, logistics and supply‐chain management involved in the construction of this enormous funerary assemblage. Of particular interest is a compositional distinction between figures marked with the names ‘Gong’ (宫) and ‘Xianyang’ (咸阳). These seem to represent the products of two workshops involved in the supply of ceramic objects for this ambitious, large‐scale building project undertaken by the Qin Empire during the third century bce .  相似文献

ABSTRACT

During the Cold War era, the Connolly Association, an Irish republican socialist political organisation in Britain close to the Communist Party of Great Britain, was seen by British Communists as a potential means of winning recruits amongst Britain’s growing post-war Irish community. This view was shared by the Catholic Church, which, amidst the broader ideological atmosphere of the Cold War, placed an increased emphasis on anti-communism in the early post-war years. This article will discuss clerical opposition to the Connolly Association in early Cold War Britain and Ireland, drawing chiefly on diocesan archives and Catholic periodicals.  相似文献

Abstract

In establishing the ASEAN Economic Community, ASEAN political elites emphasised their commitment to the rule of law. The definition of the rule of law adopted in the ASEAN Charter mirrored UN reforms that recognised the rule of law as interlinked with democracy and human rights. This commitment raises questions, given the various tactics employed by the grouping’s authoritarian and post-authoritarian regimes to silence dissent. This article critically assesses this apparent shift in regional governance. It first maps the inclusion of rule of law rhetoric in agreements since ASEAN’s foundation, and then examines the form and implementation of dispute settlement mechanisms. It finds that dispute settlement mechanisms have consistently retained the scope for protracted political and bureaucratic negotiation between disputing parties, and “opt out” clauses that enable their contingent application. These findings undermine claims regarding the development of a “rules-based community”, and indicate the continuation of rule by law rather than rule of law. The emphasis placed on ASEAN’s rule of law reforms by elites suggests, then, the rebranding of this political project in support of the ASEAN Economic Community so as to create confidence for investors in the region’s juridical environment.  相似文献

ABSTRACT The paper describes some recent developments with respect to logging operations and the tourist industry on the island of Siberut (West Sumatra, Indonesia). It discusses these developments from the perspective of the notions of equitable access and benefit sharing and prior informed consent. These are often referred to as basic principles in dealing with external intervention within the territory of indigenous peoples. After the initial logging boom during the 1970s and 1980s about half of the island was declared a nature reserve in the early 1990s. All logging operations were terminated. Backpack tourism started to develop more or less simultaneously, stimulated by the lure of a Stone Age culture on a tropical paradise island. This contributed greatly to the efforts to safeguard the island's rich biodiversity. Recently, however, a new form of logging started on the island, with a university as concession holder. But also a new kind of tourism discovered Siberut: its waves are supposed to be of excellent quality and allow for first‐class surfing. As a result of regional autonomy and the process of democratisation in Indonesia, the local people are not willing to accept these new forms of resource use without at least sharing in their benefits. This paper is based on extensive periods of fieldwork on Siberut over the past twenty years.  相似文献

The European Union has adopted in its official publications a number of ethical values which can be identified and made explicit: they are values which concern the material content of policies and values of human rights. Although the relationship between those values and practice is not always direct, it can legitimately be expected that the values influence the content of the EU's spatial policy. With the extension of the EU policy to include territorial cohesion, the core values have been given an explicitly spatial dimension. Nor can the member states ignore those values, because formal legislation of the EU works through into the practice of those states: that increases the significance of EU values for the spatial planning of the member states. For those reasons, planners should know what those values are and how they can influence spatial planning.  相似文献
