THE EFFECTS OF LOCAL TAXES AND PUBLIC SERVICES ON RESIDENTIAL DEVELOPMENT PATTERNS*

ABSTRACT. This paper incorporates an exogenous taxing and service-providing public sector into a dynamic residential land-use model in order to examine how local-government fiscal policies alter the pace and pattern of residential development. The model is used to derive the comparative-dynamic responses to variations in the income, sales, and property taxes and public-service time paths. The results show how tax and expenditure effects systematically depend upon the anticipated relative growth rates in rents to alternative uses and vary across locations within a given urban area as well as across urban areas themselves.

‘Piddington's Indiscretion’:1 Ralph Piddington,The Australian National Research Council and Academic Freedom

The primary aim of this paper is to investigate the question why, particularly in the first half of this century, Australian academics were so supine when it came to public criticism of the treatment, conditions and welfare of Australian Aborigines. Its focus is Ralph Piddington and how he was treated by the Australian academic establishment for his public criticism of the treatment of Aborigines at La Grange Bay, North-west Australia. It shows how the Executive Committee of the Australian National Research Council (ANRC), A.P. Elkin, Professor of Anthropology at Sydney University from 1933 to 1956 and chairman, from 1933 to 1955, of the Australian National Research Council's Committee for Anthropological Research, and A.O. Neville, Chief Protector of Aborigines in Western Australia, combined to silence and punish Piddington. The ANRC's criticisms of Piddington were fuelled, above all else, by their concern that his action would create a ‘very uncomfortable atmosphere regarding this Council and anthropological research generally.’ 5 2 Sir George Julius to Raymond Firth, 21 October 1932. 155/4/1/10.
In contrast the Rockefeller Foundation which provided the funding for the ANRC research grants and fellowships took a more lenient view of Piddington's action. It believed from the evidence presented by the ANRC that Piddington had made satisfactory progress toward carrying out the program for which he was given his fellowship and did not believe the charges made against him should impede his fellowship status.     

Interpreting Spatial Economic Structure and Spatial Multipliers: Three Perspectives

The measurement and interpretation of spatial economic structure have presented many problems for analysts. The notion of a spatial multiplier has received even less formal attention; part of the motivation for this paper is the examination of the degree to which sectoral decomposition analysis might prove useful in illuminating the paths of interaction across space that are associated with changes in exogenous activity levels. In this paper, we present three perspectives that examine spatial structure in the context of an aggregated interregional social accounting matrix for Bangladesh. These perspectives examine structure at the micro-, meso-, and macrolevels and are interpreted with the assistance of several alternative methods, including structural path analysis, the field of influence, the superposition principle, multiregional feedback loop analysis, and the Matrioshka Principle; the results are interpreted analytically and cartographically. Some attention is also devoted to the formulation of a general approach to spatial multipliers. It is shown that the structure of flows and the structure of influence reveal patterns that, taken together, provide important insights into an understanding of structure and may prove to form the basis for the eventual formal presentation of the spatial multiplier.     

Forecasting Structural Change With a Regional Econometric Input-Output Model

The sophistication of regional economic models has been demonstrated in numerous ways, most recently in the form of linking several modeling systems or in the expansion in the number of equations that can be manipulated successfully to produce impact analyses or forecasts. In this paper, an alternative perspective is employed. What do regional macro-level forecasts indicate about the process of structural change? A new methodology is illustrated that enables analysts to make forecasts of detailed structural change in the interindustry relations in an economy. Using a regional econometric input-output model developed for the Chicago metropolitan region, derived input-output tables are extracted for the period 1975–2016. These tables are then analyzed to determine the forecasted direction of structural changes for the region. The innovation illustrated here is based on a model that exploits the general equilibrium spirit of computable general equilibrium models through the adjustment of input coefficients to clear markets.     

Philip of Novara's account of the war between Frederick II of Hohenstaufen and the Ibelins

Philip of Novara, a writer of Frankish Outremer, is notable primarily for the variety of his works, in which he gives ample evidence of a close acquaintance with a large body of medieval French literature. His aesthetic concerns stand him in good stead when he comes to construct his history of the wars between Frederick II of Hohenstaufen and the supporters of John of Ibelin, for the narrative he produces is remarkably coherent and well-organized. However, such is his interest in imaginative literature in particular that on occasion he chooses to neglect his responsibilities as a historian. In his account Philip includes a number of poems, and it would seem that the real circumstances of their composition have been obscured in order to justify their presence in what is supposed to be a record of authentic, experienced events. Similarly, in certain of the speeches Philip attributes to John of Ibelin, historical truth is sacrificed even more readily than is usual in favour of purely literary considerations.
