Media coverage of the Queensland drought rorts saga: Learning Fitzgerald lessons?

Many observers saw die performance of Queensland's main media group in pursuing the National Party government in 1989 over allegations of drought‐aid rorts, as an indication that the compliant and manipulated media identified by corruption commissioner, Tony Fitzgerald, QC, had shown new teeth in their watchdog role. But a close examination of die coverage shows that the way the media operate has changed little, and that there needs to be continuing concern about the effectiveness of a media system in which a parochial orientation leads not to closer scrutiny of decision‐making but to closer cooperation with decision‐makers as news sources.     

Why Does the Cook Islands Still Need Overseas Aid?

The Cook Islands Government spends more than 40 per cent of gross domestic product (GDP). Its tax revenue is capped at 25 per cent of GDP under a 1998 austerity package agreed with its creditors New Zealand, Nauru and the Asian Development Bank. Non-tax revenue is 5 per cent of GDP, and external aid fills the resulting gap. This recently renewed reliance on aid contrasts sharply with the strong performance of the economy’s private sector, driven by a booming tourism industry, which has pushed the balance of payments into a huge surplus and raises important questions about the allocation of the gains from growth.

A Negative Geography of Necessity

Abstract: One of the many unfortunate results of the long‐lived misconception that Marx was a “determinist” is a lack of engagement with his ideas of necessity and negation. Reading the Grundrisse's famous comments on the annihilation of space by time, I trace the Hegelian roots of these concepts to show that for both Marx ahd Hegel, negation is the very act of critique itself, and necessity is properly understood not as the force of history, but as the object of historical explanation–what makes things the way they are and not another. It is therefore crucial to critical geography's efforts to identify the possibilities for social change, for that analysis must be predicated on an understanding for how things have emerged in their present form, i.e. the one we have to work with. I argue that a negative geography of necessity is the essential basis for anything we might call a communist geography, a geography of “the real movement which abolishes the present state of things”.     

Archaeologists and the Military in Iraq, 2003–2008: Compromise or Contribution?

An offer to teach military units deploying to Iraq about history and culture of the region raised questions that are relevant to all archaeologists whose areas of study are subjected to armed conflict. Should we engage with the military at all, giving them the benefit of not only our archaeological knowledge, but our familiarity with local customs? Or could that knowledge be used against the local population that has welcomed us over the years or in some way lead to destruction of monuments, sites, and museums? I summarize my experience and compare this program with parallel efforts by other archaeologists working with the military since 2003.     

Current and emerging challenges to the practice of Australian diplomacy

This article examines the capacity of Australia's overseas network to respond to a range of different challenges confronting today's diplomats. These include doing more with less at a time of greater international interaction and activity; deepening our understanding of foreign societies at a time when it can be increasingly dangerous to do so; and doing both these things at a time when questions remain about our basic standpoint.     

Wolfgang Streeck's conception of the crisis-phase of democratic politics: a post-Keynesian critique

Depictions of the politics of crisis in advanced societies (what crisis is and what can be done) continue to pit different strands of political science and heterodox political economy against each other. Economic sociologist Wolfgang Streeck's contributions to these controversies have emphasised ‘embeddedness’, or the need for economies to incorporate non-functional or deliberated elements which allow functional and market-focused processes to play themselves out. Streeck's recent writings on debt-induced crisis nonetheless accept too much orthodox liberal disquiet: most fatefully, a contempt for politics based on what seems to be an untenable assertion – that rich societies have hit the limits of their capacity to increase taxation. Capitalism has entered an ‘end point’, he claims. This article presents, again, contrary evidence and offers suggestions for a revised heterodox understanding of capitalism's current malaise.
