Foreign Direct Investment and State Export Performance

Since the early 1980s, there has been widespread debate over the impacts of rising levels of inward foreign direct investment (FDI) on the U.S. economy. A frequently noted, but little studied, issue within the debate is the impact of FDI on U.S. foreign trade, and particularly, on the foreign trade of U.S. regions. This study assesses the effects of FDI on the manufacturing export performance of U.S. states during the period from 1980 to 1991. Results indicate that increased levels of FDI are positively related to future improvements in state manufacturing export performance.

A note on the excavation of an Ottoman and British Mandate period Bedouin campground at Nahal Be'erotayim West in the Negev desert,Israel

The preliminary results of excavations conducted at Nahal Be'erotayim West, an abandoned Bedouin campground in the Negev desert, Israel, indicate that multiple tents were pitched in this location in different periods and at different times of the year. The recovered artefacts and architecture provide a means to identify gender and seasonality in the archaeological record, respectively. Radiocarbon dates from an ash layer and two hearths offer evidence of intermittent occupation from the fifteenth to the nineteenth century AD, and chronologically diagnostic artefacts also indicate occupations from the late nineteenth to the mid‐twentieth century.

Punishing the mad bomber: questions of moral responsibility in the trials of French anarchist terrorists, 1886-1897

In late nineteenth-century France, several criminologists maintainedthat the perpetrators of the contemporary wave of anarchistterrorism were victims of mental disorders who deserved judicialleniency. French courts did not accept this theory, but insteaddeclared the principal terrorists sane and fully responsiblefor their crimes and, based on this view, handed down severesentences. Many criminologists accused the jurists of deliberatelyignoring the mental illness of the anarchists because of governmentand public pressures to impose the death penalty, but evidencefrom the anarchist trials fails to support this charge. Thecontroversy highlights the conflicts between the judicial establishmentand the emerging discipline of criminology, whose pathologicalexplanations of anarchist terrorism reflected a positivist attackon the traditional concepts of free will and moral responsibility,concepts the jurists viewed as fundamental to the legal system.     

LOCAL TAX BURDENS AND THE SUPPLY OF BUSINESS SITES IN SUBURBAN MUNICIPALITIES*

ABSTRACT. The purpose of this study is to examine the effects of local household tax burdens and other community attributes on the supply of business sites made available by local municipalities. A model of community site supply is tested in which municipalities trade off increased fiscal benefits from business location and reductions in environmental quality that accompany industrial and commercial development. This tradeoff is embodied in municipal zoning decisions. Empirical analysis of industrial and commercial zoning in two rapidly growing suburban counties of the Philadelphia metropolitan area provides considerable support for the tenets of community site supply theory.     

Interstate Differences in Relative Export Performance: A Test of Factor Endowments Theory

In a state-level analysis, relative export efficiencies are regressed on the capital (labor) intensity of production across industries. Resulting parameters are regressed on human and physical capital endowments. Factor endowments are significant, but account for limited variation; global product demand, scale economies, and industrial inertia may also be important determinants.
