Methods for observing policy networks have not kept up with the development of new network analytic techniques required to understand governance in complex settings. We compare three unobtrusive methods for observing policy networks based on hyperlinks between policy actor web sites, on media reports, and on public policy partnerships. Observations of one complex local water policy arena with all three methods provide a comparison of the general as well as actor‐specific network characteristics in the three observed networks. The core network of actors observed by all methods has similar network level statistics, highly correlated relationships measured by Quadratic Assignment Procedures models, and the same significant network microstructures as measured by Exponential Random Graph Models. The full networks including actors observed by any method also exhibit similar actor‐level characteristics, although the correlations across networks are stronger for bridging capital measures than for bonding capital measures, and each method has different apparent biases. Once biases are accounted for, similarities suggest that these methods may provide useful proxies for each other and for other relationships that are more difficult or impossible to measure, particularly when combined to offset each method's biases. If so, they can extend the range of policy networks observable with limited resources across space and time.  相似文献

In a talk given at Zurich in the late 1940s, Hermann Weyl discussed Ferdinand Gonseth's dialectical epistemology and considered it as being restricted too strictly to aspects of historical change. His experiences with post-Kantian dialectical philosophy, in particular Johann Gottlieb Fichte's derivation of the concept of space and matter, had been a stronger dialectical background for his own 1918 studies in purely infinitesimal geometry and the early geometrically unified field theory of matter (extending the Mie-Hilbert program). Although now Weyl distantiated himself from the speculative features of his youthful philosophizing and in particular from his earlier enthusiasm for Fichte, he again had deep doubts as to the cultural foundations of modern mathematical sciences and its role in material culture of high modernity. For Weyl, philosophical «reflection» was a cultural necessity he now turned towards Karl Jaspers' and Martin Heidegger's existentialism to find deeper grounds, similar to his turn towards Fichte's philosophy after World War I. The discussion in the late 1940s can be read as a kind of post-World-War-II «Nachtrag» to Weyl's more widely known philosophical comments on mathematics and the natural sciences published in the middle of the 1920s.  相似文献

Integrating portable X-ray fluorescence (pXRF) instrumentation into archaeological investigations has generated as much interest as skepticism because several characteristics of the technique limit analytical accuracy and precision. This paper seeks to explore inter-instrument performance in order to assess the potential pXRF instrumentation has in examining the elemental composition of lithic raw materials. Two pXRF instruments, Delta and Omega models both manufactured by Olympus Innov-X Systems, were utilized to obtain the trace element signatures of five fine-grained volcanic sources and four obsidian sources in the Great Basin. We compared the two portable instruments to a wavelength-dispersive instrument extensively calibrated with geologic standards and to a commercial benchtop energy-dispersive system. Our results suggest that the relationships between the data produced by these different instruments are complex, and as we look to the future of pXRF use in archaeological analysis we argue that that the same strict protocols applied in laboratory-based XRF analyses, involving instrument calibration, evaluation of inter-instrument performance, and comparison to accepted geologic standards, need to be applied in pXRF analysis.  相似文献

The assessment of different urban planning scenarios by stakeholders can yield important insights which, in turn, inform sustainable urban transition. Yet to gain in-depth insight, this assessment needs to be multi-faceted and should go beyond a unidimensional “most/least desired” approach. Accordingly, we use indicators that distinguish between desirability, utility and probability assessments. We compare these assessments within and between various stakeholder groups based on a set of literature-based hypotheses. We constructed six planning scenarios, systematically varied with respect to sustainability for the case study, “Erlenmatt”, a major urban redevelopment area in Switzerland. Three stakeholder groups (housing suppliers, the non-profit & public sector and housing target groups, n?=?80) were investigated. The results of the statistical analyses suggest that more sustainable scenarios are preferred with respect to both their desirability and utility and that their probability is not lower than that of the other scenarios. The non-profit & public sector is the most pessimistic about the probability of a sustainable district while housing suppliers desire it less. We conclude that such detailed subjective scenario assessments can provide informative and detailed guidance for sustainable urban transition.  相似文献
