ABSTRACT The paper analyses the industrial performance of two East Asian (South Korea and Taiwan) and three Latin American (Argentina, Brazil and Mexico) newly industrializing countries. It argues that the better performance in East Asia is not due simply to differences in trade orientation or the degree of state intervention, but rather to the effectiveness of intervention. This is explained in terms of the relative autonomy of the state and the structuring of the state apparatus in the two regions. The historically determined class structure and the international context led to much greater state autonomy in East Asia than in Latin America. The last part of the paper shows a number of ways in which this greater relative autonomy has contributed to rapid industrial growth in East Asia in comparison with Latin America. 相似文献

The imperative to coordinate is strong, but the means remain contentious. One approach is to amalgamate agencies into a few large organizations, the other to encourage a diversity of policy options. Drawing on the federal amalgamations of departments in Australia since 1987, this paper reports that senior bureaucrats find more policy coordination benefits than costs from working in larger structures, while ministers report a loss of options and a risk of information overload. 相似文献

The laissez faire political economy of the late eighteenth century was marked by two sharply opposing views of the relation between social security or insecurity and economic growth: one associated with Adam Smith, Turgot and Condorcet; and another associated with Malthus. The latter school, with its faith in the motivating force of insecurity and fear, has been the more influential in subsequent economic thought. But, contrary to prevailing neoliberal stereotypes, Smith, Turgot and Condorcet had much to say to modern students of economics concerning the necessary and positive relationship between social security and economic development. This article uses findings from a project on engagement with graduate outcomes across higher education institutions in New Zealand to produce a toolkit for implementing graduate attributes in geography curricula. Key facets include strong leadership; academic developers to facilitate conversations about graduate attributes and teaching towards them; ownership of the process by the teachers; the development of a contextualized set of graduate attributes for the geography degree; curriculum mapping to promote alignment between graduate attributes, learning outcomes and assessment tasks; incorporating high-impact educational experiences and signature pedagogies to foster graduate attributes; the use of evaluative data to inform continual enhancements; and allowing at least five years for curriculum renewal to occur. 相似文献

This article examines the relationship between literary and bioarchaeological approaches to slavery, and investigates how the methods and priorities of each discipline might inform each other in understanding what it was like to be enslaved. Both bioarchaeologists and creative writers have attempted to access the inner lives of enslaved people, yet there has been little interaction between them. This paper offers an account of a research project which brought together a literary scholar, two archaeological scientists and seven creative writers to explore how writing might not only communicate a history understood through archaeological evidence, but could itself inform approaches to that evidence. We discuss two key themes which emerged from the project: Conversation and Caring. These themes were crucial to the interdisciplinary process, as it was only through attention to our relationships with each other that we could begin to reassess the nature of material in each of our disciplines. 相似文献

Scholars have been studying the concept of public engagement and its role in the policy process for some time. Scholars have argued that understanding the interests and motivations of the public and engaging them in the decision‐making process can lead to better policy designs and, ultimately, better policy outcomes. However, studies of public engagement often assume that people have a desire to get involved in the policy process. This paper tests this key assumption using the case of nuclear facility siting in the United States to ask: what factors influence an individual's stated willingness to want to engage in the policy process? Using data from a national web survey fielded in 2013, we ask the public if and to what extent they would likely engage in the siting process if given the opportunity. Findings indicate that the likelihood of engagement varies rather substantially across individuals. We find that an individual's cultural belief system and existing level of political activity account for some of this variation. These findings suggest that public engagement programs may vary across groups and communities. In other words, the prospects of engagement are likely to appeal to some members of the population and not others. 相似文献
